최근 정치인들 사이에서 분권개헌에 대한 목소리가 커지고 있는 가운데, 지방과 국민이 주도하는 분권개헌 논의가 경상북도에서 가장 먼저 시작된 것에 큰 의미가 있다.

지방분권전국회의 이창용 상임공동대표는 "이철우 도지사는 중앙 정치와 지방 행정을 두루 경험하며 지방분권을 위해 많은 노력을 해왔다"며 "경상북도에서 포럼을 시작한 것은 큰 의미가 있다"고 설명했다. 이 대표는 이철우 도지사가 광역 시도의 통합을 통해 연방제 수준의 자치권을 확보하려는 노력과 일치한다고 덧붙였다.

이철우 도지사는 2017년 국회의원 시절, 박근혜 전 대통령 탄핵에 반대하며 개헌을 통한 대통령제 개편과 지방정부 권한 강화를 주장한 바 있다. 이후 경북도지사로 취임하면서 대구경북행정통합 논의를 시작하고, 전국 최초로 지방시대정책국을 신설하여 다양한 지방분권 정책을 추진했다. 또한, 대한민국시도지사협의회 회장으로서는 중앙지방협력회의를 제2의 국무회의 수준으로 격상시켜 중앙과 지방의 수평적 관계를 정립하려는 노력을 기울였다.

이날 포럼에는 지방분권 개헌을 지지하는 학계와 시민단체 참여자들도 의견을 제시하며 열띤 토론을 벌였다.

이철우 도지사는 "지방분권 개헌은 정치적 상황과 무관하게 추진해야 할 시대적 과제"라며, "지방정부와 지역 주민들이 주체가 되어 진정한 지방시대, 새로운 대한민국을 열어갈 수 있도록 최선을 다하겠다"고 강조했다.

Around 60 regional representatives and members, including Gyeongsangbuk-do Governor Lee Cheol-woo, Andong Mayor Kwon Ki-chang, Uiseong County Mayor Kim Ju-soo, and Gyeongju City Council Chairman Lee Dong-hyeop, attended and shared their opinions on the necessity of local decentralization constitutional amendment.

Lee Chang-yong, standing co-chairman of the National Council for Decentralization, explained, “Governor Lee Cheol-woo has made great efforts for decentralization while experiencing both central politics and local administration,” and “It is very meaningful that he started the forum in Gyeongsangbuk-do.” The representative added that it is in line with Governor Lee Cheol-woo’s efforts to secure federal-level autonomy through the integration of metropolitan cities and provinces.

After taking office as governor of Gyeongsangbuk-do, he began discussions on the integration of Daegu and Gyeongbuk administrations and established the first Local Government Policy Bureau in the country to promote various decentralization policies. In addition, as chairman of the Association of Governors of the Republic of Korea, he made efforts to establish a horizontal relationship between the central and local governments by elevating the Central-Local Cooperation Council to the level of a second State Council.
