【브레이크뉴스 경북】이성현 기자=경상북도는 ㈜영풍 석포제련소에 대해 지난 2월 26일부터 4월 24일까지 58일간의 조업정지 행정처분이 적정하게 이행되고 있는지 확인하기 위한 현장 점검을 실시했다고 3일 밝혔다.

이번 행정처분은 2019년 4월 환경부 중앙기동단속반의 ‘물환경보전법’ 위반 적발에 따른 것이다. 이후 2020년 12월 경북도가 내린 조업정지 처분에 대해 제련소 측은 취소소송을 제기했으며, 지난해 10월 31일 대법원이 정부 측의 승소를 확정하면서 이번 처분이 이루어졌다.

경북도는 조업정지 기간 동안 제련소의 시설 가동 여부를 확인하고, 전기 및 용수 계량기 점검 등으로 조업정지 이행 여부를 면밀히 점검한다. 다만, 조업을 제외한 필수 시설들은 환경오염과 사고 예방을 위한 목적을 위해 계속 가동된다. 도는 조업정지 기간 중 수질 검사에서 기준을 초과하는 처리수가 발생할 경우, 이를 전량 배출 금지하고 재차 처리하는 등 환경오염을 방지할 예정이다.

경상북도는 석포제련소의 조업정지 처분이 지역 경제에 미치는 영향을 최소화하기 위한 다양한 방안을 추진하고 있다. 우선, 당초 3개월 30일이었던 조업정지 기간을 1개월 30일로 2분의 1 감경하였다. 이는 정부의 행정협의조정위원회를 통해 결정된 사항으로, 기업의 정상 운영과 협력업체 및 지역 경제에 미치는 피해를 최소화하기 위한 노력의 일환이다.
