【브레이크뉴스 포항】박영재 기자=포항시의회 김은주 의원(더불어민주당, 비례대표)이 6일 포항시의회 제322회 임시회에서 ‘민간공원 특례사업 공사비 증액’과 ‘수목 이식 변경’등에 대한 시정질문을 했다.

김 의원은 이날 질의에 앞서 시정질문을 위한 사전 준비과정에서 발생한 포항시의 태도에 대해 언급했다. 

김 의원은 “포항시 담당국장으로부터 시정질문 답변자에서 이강덕 시장을 빼달라는 집요하고 무리한 요구가 있었다. 이는 “초선인 당사자로서는 엄청난 압박으로 받아들여져 상당한 스트레스로 작용했다."며 "이같은 무리한 요구가 되풀이 되어서는 안될 것”이라고 말했다. 

이어 김 의원은 포항시와 공동 시행하고 있는 3개 민간공원(상생, 환호, 학산) 특례사업의 문제점과 아파트 공사비 증액, 수목 이식 변경에 대한 질문을 이어갔다. 

특히, 상생공원의 과도한 아파트 공사비 증액에 대한 과정에 대해 지적했다. 당초 아파트 공사비 대비 75%가 넘는 증액을 포항시가 승인해 준 절차에 대해서도 물었다. 

또 민간공원 특례사업 과정 중 수목이식 변경과 관련, ’20년 6월 환경영향평가 협의 당시 상생공원의 경우, 당초 훼손 수목의 10%를 이식하는 것으로 협의했으나, 지난해 11월 훼손 수목량의 이식 비율을 기존 대비 7.6%p 감소한 2.4%만 이식하는 것에 대해 포항시가 변경 승인해 준것에 대해 질문했다.

김 의원은“민간공원 특례사업은 포항시가 공동시행사로 추진 중인 사업인 만큼, 공공성 확보가 최우선의 가치이지만 과도한 아파트 공사비 증액은 높은 분양가로 이어질 수밖에 없고, 이는 시민들이 고스란히 떠안게 되면서 공공성 확보를 크게 저해하게 된다”고 지적했다.

 특히 “수목 이식이 제대로 되지 않아 민간공원 특례사업의 본래 취지인 공원 기능이 퇴색된 만큼, 포항시는 이번 사안에 대해 엄중하게 받아들이고 재발방지 대책을 수립해야 할 것”이라고 강조했다.

Pohang City Councilor Kim Eun-joo (Democratic Party of Korea, proportional representation) asked a policy question on ‘increased private park special project construction costs’ and ‘changes in tree transplantation’ at the 322nd temporary meeting of the Pohang City Council on the 6th.

Ahead of the questioning that day, Councilor Kim took issue with Pohang City’s attitude during the preliminary preparation process for the policy question.

Councilor Kim opened by saying, “There was a persistent and unreasonable request from the Pohang City director in charge to exclude Mayor Lee Kang-deok from the list of respondents to the mayoral question.”

He said, “This was perceived as enormous pressure and caused considerable stress as a first-term candidate,” and “Such unreasonable demands should not be repeated.”

Afterwards, Rep. Kim continued to ask questions about the problems of the special project for three private parks (Sangsaeng, Hwanho, and Haksan) being jointly implemented with Pohang City, the increase in apartment construction costs, and the change in tree transplantation.

In particular, he pointed out the process of excessively increasing the apartment construction costs for Sangsaeng Park. He also asked about the procedure by which Pohang City approved the increase of over 75% compared to the original apartment construction costs.

In addition, regarding the change in tree transplantation during the private park special project process, he asked about the fact that in the case of Sangsaeng Park, during the environmental impact assessment consultation in June 2020, it was initially agreed to transplant 10% of the damaged trees, but in November of last year, Pohang City approved the change to transplant only 2.4%, a 7.6%p decrease from the original rate.

Rep. Kim pointed out, “Since the private park special project is a project that Pohang City is jointly implementing, securing publicness is the top priority, but excessive increases in apartment construction costs will inevitably lead to high sales prices, which will be borne entirely by citizens, greatly hindering securing publicness.”

In particular, he emphasized, “Since the original purpose of the private park special project, the park function, has faded due to the improper tree transplantation, Pohang City should take this incident very seriously and establish measures to prevent recurrence.”
