이날 시정질문에서는 김성조, 이상범, 김은주 의원이 지역 현안에 대한 집중적인 점검을 통해 포항시의 적극적인 대응을 주문했다.

김성조 의원은 첫 번째 질문으로 소상공인 지원 정책의 적극적 추진을 촉구하며, 주한미군 반환공여구역인 장성동 구) 미군저유소 부지 개발 추진 현황에 대해 질문했다. 

포항시는 해당 부지가 해병대 1사단의 전투훈련장으로 사용 중이라 매입이 어려운 상황임을 설명하며, 지난해 국방부가 매각 가능 여부를 검토하겠다는 의견을 받았다고 밝혔다. 

또한, 김 의원은 포항시의 초고령사회 진입에 따른 노인복지회관 건립 및 리모델링 계획에 대해 물었으며, 포항시는 경북도와 협의하여 남구 노인복지회관 건립을 검토하고 북구 노인복지회관은 추가 공사를 통해 개선할 계획이라고 밝혔다.

이상범 의원은 포항의 관광거점도시로의 발전을 위해 광역교통망 확충과 함께 축제 및 행사 추진 현황, 관광객 유치 전략에 대해 질문했다. 

포항시는 축제 및 행사 예산 대비 성과를 종합적으로 평가하고 지속 가능한 행사 운영을 위해 노력하겠다고 밝혔다. 

또한, 2026년 포엑스 개관에 맞춰 특급호텔 건립을 추진하고, 서핑 관광 활성화를 위한 교육 프로그램과 서핑 특화지구 개발을 진행할 계획임을 전했다.

김은주 의원은 포항시가 공동사업자로 참여 중인 민간 공원 특례사업의 공정성 확보를 위해 민간업체의 과도한 수익률 제한과 기부채납 확대를 촉구했다. 

포항시는 상생공원, 환호공원, 학산공원 등 여러 공원의 진행 상황을 설명하며, 공사비 증액과 기부채납 확대가 공원 시설 확장에 따른 필요성임을 밝혔다. 

또한, 수목 이식 현황에 대해 구체적으로 설명하며, 상생공원의 수목 이식 수량이 줄어든 이유는 조사 방법 차이 때문이라고 해명했다.

이번 시정질문은 포항시의 다양한 지역 현안에 대해 구체적이고 실질적인 대응을 촉구하며, 향후 지역 발전을 위한 중요한 논의의 장이 되었다.

In addition, Rep. Kim asked about the plan to build and remodel a senior welfare center in accordance with Pohang City's entry into a super-aging society, and the city announced that it will review the construction of a senior welfare center in Nam-gu in consultation with Gyeongbuk Province and improve the senior welfare center in Buk-gu through additional construction.

Rep. Lee Sang-beom asked about the expansion of the metropolitan transportation network, the status of festivals and events, and the strategy for attracting tourists in order to develop Pohang into a tourism hub city.

Pohang City announced that it will comprehensively evaluate the performance of festivals and events in comparison to the budget and strive to operate sustainable events.

In addition, it announced that it plans to build a special hotel in line with the opening of Pohang Expo in 2026 and develop an education program and a surfing special zone to promote surfing tourism.

Rep. Kim Eun-joo urged the government to limit excessive profits from private companies and expand donations to ensure fairness in the private park special project in which Pohang City is participating as a joint operator.

Pohang City explained the progress of several parks, including Sangsaeng Park, Hwanho Park, and Haksan Park, and stated that the increase in construction costs and the expansion of donations were necessary due to the expansion of park facilities.

In addition, the status of tree transplantation was explained in detail, and the reason for the decrease in the number of tree transplants in Sangsaeng Park was due to differences in survey methods.
