경북도는 12일 김학홍 행정부지사, 유철균 경북연구원장, 저출생 전문가 등이 참석한 가운데 경북연구원에서 저출생 정책평가센터 현판식을 진행했다고 밝혔다.

저출생 정책평가센터는 경북도와 경북연구원을 중심으로 ▵주거 ▵일·생활 균형 및 양성평등 ▵출산 및 돌봄 ▵결혼 지원 등 4개 주요 분과로 운영된다. 각 분과에는 경북도, 국책연구원, 지역연구원, 대학, 어린이집, 육아종합지원센터, 의료원, 기업, 청년 대표 등 민관 저출생 전문가 30여 명이 참여하여 협력한다.

이 센터는 저출생 극복을 위한 주요 정책 추진성과 평가 및 분석, 도민 인식 조사, 데이터 기반 정책 지원, 중장기 인구 전망 및 대응 전략 구상 등을 담당한다. 특히, 경북도가 시행 중인 3,600억 원 규모의 '저출생 극복 150대 추진 과제'에 대한 지역별, 세대별 인식 조사를 통해 정책 수요에 적절히 대응했는지 분석하고, 정책 만족도와 영향성을 평가할 계획이다.

또한, 동북지방통계청과의 협약을 통해 제공받은 지역 인구구조 및 이동, 일자리 현황, 정책 수요 등 저출생 관련 데이터 관계 분석을 진행하며, 이를 바탕으로 출산 연관 지수 및 상관관계를 산출하여 정책에 반영할 예정이다. 도출된 자료는 도민 모니터링단, 전문가 연구그룹, 도청 각 부서와 공공기관에 공유되어 내년도 신규 사업 마련과 예산 집중 투입 분야 선정 등에 활용될 예정이다.

경북도는 이번 센터의 운영을 통해, 미래 사회 변화에 대비한 중장기 인구 전략을 마련하고, 저출생 문제를 해결하기 위한 구체적인 대응 방안을 모색할 계획이다.

김학홍 경북도 행정부지사는 "그간의 저출생 정책은 출산율 증가에만 초점을 맞추었지만, 이제는 사회 구조적 문제와 저출생을 초래하는 상관관계 데이터 분석에 집중할 것"이라며, "민관 전문가들과 협력하여 데이터 중심의 과학적 분석을 통해 지역 저출생 문제 해결 방안을 마련하고, 효과성 높은 곳에 예산을 집중적으로 투입하겠다"고 강조했다.

한편, 이날 김학홍 부지사는 결혼, 출산, 육아, 일·생활 균형 등에 부담을 주는 관행적 문화를 바꾸기 위한 '저출생 부담 타파 4대 문화 운동' 서명에도 참여했다.

Meanwhile, Vice Governor Kim Hak-hong also participated in the signature campaign for the ‘4 Major Cultural Movements to Break the Low Birth Rate Burden’ to change the conventional culture that places burdens on marriage, childbirth, childcare, and work-life balance.
