이번 포럼에는 이철우 경상북도지사를 비롯해 이창윤 과학기술정보통신부 제1차관, 최남호 산업통상자원부 제2차관, 임인철 한국원자력연구원 부원장 등 SMR 관련 산학연관의 300여 명의 관계자가 참석했다.

포럼은 임인철 한국원자력연구원 부원장의 ‘SMR 기술의 요람, 문무대왕과학연구소’를 주제로 한 기조 강연을 시작으로, 김종우 두산에너빌리티 원자력 BG 상무의 ‘SMR 사업 현황 및 상업화 전망’, 이동형 한국원자력연구원 MSR 원천기술개발사업단장의 ‘탄소중립 선도를 위한 MSR 기술개발’ 특별 강연에 이어, ‘탄소 중립과 미래형 원전’에 대한 전문가들의 종합토론이 진행되었다.

또한, 포럼 참석자들은 강연에 앞서 한국수력원자력과 원자력환경공단 홍보관 등 원자력 관련 현장을 방문하는 투어도 진행했다.

SMR은 12대 국가 전략기술에 포함되며, 현재 전 세계 70여 종이 개발 중이다. SMR은 발전 과정에서 탄소 배출이 없고, 안전성이 대폭 강화되어 탄소중립 시대의 차세대 에너지원으로 주목받고 있다. 국제원자력기구(IAEA)에 따르면, 2035년 세계 SMR 시장 규모는 630조 원에 이를 것으로 전망된다.

경북도는 SMR 연구 기반 확대를 위해 문무대왕과학연구소를 국내 최대 SMR 연구기관으로 성장시키고, 전문 인력 양성을 위한 원자력 공동캠퍼스를 설립하는 등 지속적인 노력을 기울이고 있다. 또한, SMR 제조, 소재·부품·장비 기업 집적을 위한 SMR 국가산업단지 조성, SMR 제작 지원센터 설립 등 SMR 산업 생태계 구축을 계획하고 있다.

이철우 경상북도지사는 “급변하는 세계 원전 시장에 선제적으로 대응해 규제 기준 수립과 기업 지원 등 SMR 산업 생태계 조성에 최선을 다하겠다”며, “이번 포럼이 경상북도 원자력 분야 발전의 중요한 계기가 되기를 바란다”고 말했다.

그는 이어 “에너지원 대부분을 수입에 의존하는 우리나라에게 원자력은 선택이 아닌 필수”라며, “지난달 발표된 제11차 전력수급기본계획에 SMR이 최초로 반영된 만큼, 연구, 산업, 인력 등 기반을 확보해 SMR 산업의 최적지로 도약할 것”이라고 포부를 밝혔다.

In order to emerge as a leader in the era of small modular reactors (SMRs), Gyeongsangbuk-do held the '2025 Future Nuclear Power Forum' on the 13th at the Gyeongju Hwabaek Convention Center with the theme of 'Leading the SMR era with cutting-edge technological innovation.'

In addition, before the lecture, forum attendees toured nuclear power-related sites such as the Korea Hydro & Nuclear Power and the Korea Radioactive Waste Agency PR Center.

SMR is included in the 12 major national strategic technologies, and currently, about 70 types are under development worldwide. SMR is attracting attention as a next-generation energy source in the carbon-neutral era, as it does not emit carbon during the power generation process and has significantly enhanced safety. According to the International Atomic Energy Agency (IAEA), the global SMR market size is expected to reach KRW 630 trillion in 2035.

Gyeongsangbuk-do is making continuous efforts to expand the SMR research base by developing the King Munmu Science Research Institute into the largest SMR research institute in Korea and establishing a nuclear power joint campus to train specialized personnel. In addition, it is planning to establish an SMR industry ecosystem by establishing an SMR national industrial complex for SMR manufacturing, material/component/equipment companies, and establishing an SMR manufacturing support center.

Gyeongsangbuk-do Governor Lee Cheol-woo said, “We will do our best to establish an SMR industry ecosystem by preemptively responding to the rapidly changing global nuclear power market, establishing regulatory standards, and supporting companies,” and “I hope this forum will be an important opportunity for the development of the nuclear power sector in Gyeongsangbuk-do.”

He continued, “For our country, which relies on imports for most of its energy sources, nuclear power is not an option but a necessity,” and “Since SMR was first reflected in the 11th Basic Electricity Supply and Demand Plan announced last month, we will secure a foundation in research, industry, and human resources to leap forward as the optimal location for the SMR industry.”
