시에 따르면, 전날인 12일 오후 2시께 외동읍 행정복지센터를 방문한 70대 주민이 갑자기 경련을 일으키며 쓰러졌다. 이를 목격한 이영훈 이장은 즉시 주민의 상태를 확인한 후 심폐소생술(CPR)을 실시했다. 이 이장의 빠른 응급처치 덕분에 해당 주민은 곧 의식을 되찾았고, 출동한 119구급대원은 건강 상태를 확인한 후 호전된 상태로 귀가 조치했다.

이영훈 이장은 "현장에 있던 주민들이 함께 도와줘 신속히 대응할 수 있었다"며 "이번 일을 계기로 심폐소생술의 중요성을 다시 한번 깨닫게 됐다. 누구나 응급 상황에 대처할 수 있도록 CPR 교육이 더욱 확대되길 바란다"고 전했다.
