【브레이크뉴스 대구】진예솔 기자=국민의힘 강대식 국회의원(대구동구·군위군을)은 국민의 안전과 주권 수호 공정한 사회 구축을 위한 4건의 법안을 대표발의했다.

현행법상 국토교통부 장관은 공공주택지구 지정 시 국방부 등 관계 중앙행정기관과 협의해야 하지만, 협의기간은 최대 30일 불과하고 기한 내 협의가 완료되지 않으면 협의를 거친 것으로 간주된다.

이로 인해 국방부의 의견이 충분히 반영되지 못하고, 추후 국가안보상의 문제로 사업이 중단되는 사례가 발생할 수 있다는 지적이 있다.

이에 강 의원은 '공공주택 특별법 일부개정법률안'에  협의기간을 30일로 연장하고, 국방부와의 협의에 대해서는 기한 내 협의가 완료되지 않아도 협의를 거친 것으로 간주하는 규정을 적용하지 않도록 했다.

또한 전기통신금융사기 피해 방지 및 피해금 환급에 관한 특별법 일부개정법률안에 전기통신금융사기에서 재화 공급이나 용역 제공의 경우를 제외하도록 하는 현행 단서조항을 삭제해 전자상거래 사기 등 피해자에 대한 동일한 보호책을 마련하고자 했다.

공무원연금법 일부개정법률안에는 현행법에서 공무원이 금고 이상의 형이 확정되거나 파면된 경우에도 일정 기간이 지나면 감액된 연금을 받을 수 있는 문제를 해결하고자 재직 중 살인 및 미성년자 대상 성범죄를 저지른 공무원의 연금 및 퇴직급여 지급을 전면 배제하고, 이미 납부한 기여금만 이자를 가산해 반환하도록 규정하는 내용을 담았다.

이와 함께 공직선거법 일부개정법률안을 통해 지방선거 외국인 선거권 부여 기준을 국가 간 상호주의 원칙에 따라 조정하고, 외국인 선거운동 규정을 개정해 공정한 선거 환경 조성에 나섰다.

강대식 의원은 “국가 안보를 포함해 시설 조성 등이 기존 계획보다 늦어져 발생할 수 있는 국민들의 직간접적인 피해를 최소화하는 공공주택사업 추진, 신종 피싱 사기 피해자 보호 강화, 공직자의 책임성 제고, 공정한 선거제도 확립 등을 통해 국민이 신뢰할 수 있는 법과 제도를 만들어 가겠다”고 강조했다.

People Power Party lawmaker Kang Dae-sik (Daegu Dong-gu, Gunwi-gun) introduced four bills to protect the safety and sovereignty of the people and build a fair society.

Under the current law, the Minister of Land, Infrastructure and Transport must consult with the relevant central administrative agencies, such as the Ministry of National Defense, when designating public housing districts, but the consultation period is only 30 days at most, and if the consultation is not completed within the deadline, it is considered as having been consulted.

In response, Rep. Kang extended the consultation period to 30 days in the ‘Partial Amendment to the Public Housing Special Act’ and did not apply the provision that considers consultation with the Ministry of National Defense as having been consulted even if the consultation is not completed within the deadline.

In addition, the current proviso that excludes cases of supply of goods or provision of services from telecommunications financial fraud was deleted in the Special Act on the Prevention of Damages from Telecommunications Financial Fraud and Refund of Damages in order to provide the same protection measures for victims of e-commerce fraud, etc.

The Partial Amendment to the Civil Servant Pension Act included a provision that completely excludes pension and retirement benefits for civil servants who commit murder or sexual crimes against minors while in office, and only returns contributions already paid with interest, in order to resolve the issue of civil servants receiving reduced pensions after a certain period of time even if they are sentenced to imprisonment or heavier punishment or dismissed, and adjusts the criteria for granting voting rights to foreigners in local elections in accordance with the principle of reciprocity between countries, and revises the regulations on foreign election campaigns to create a fair election environment.

Rep. Kang Dae-sik emphasized, “We will create laws and systems that the public can trust by promoting public housing projects that minimize direct and indirect damage to the public that may arise from delays in facility construction, including national security, compared to the original plan, strengthening protection for victims of new phishing scams, enhancing the accountability of public officials, and establishing a fair election system.”
