한덕수 대통령 권한대행 국무총리가 25일 "대한민국이 분열·대립에서 안정·통합으로 가야 하는 중대 기로에 있다"며 "헌법재판소 윤석열 대통령 탄핵심판 선고가 하나로 통합되는 출발점이 돼야 한다"고 밝혔다.

한 권한대행은 이날 오후 서울 종로구 정부서울청사에서 열린 치안관계 장관회의에서 "헌재 결정이 어떤 결과로 귀결되더라도 민주적 절차를 거쳐 내려진 법적 판단으로 존중돼야 한다"며 이같이 말했다.

그러면서 "시민의 집회·시위 자유는 보장돼야 하나 반드시 헌법·법률적 테두리 안에서 평화적으로 표현돼야 한다"며 "불법·폭력적 행위가 발생할 우려가 더욱 커지고 있어 시설 파괴·폭행·방화 등 공권력에 도전하거나 공공 안녕·사회 질서를 파괴하는 행위에 대해선 현행범 체포 원칙으로 단호히 조치하고 철저히 수사하겠다"고 밝혔다.

또 "어떤 상황에서도 치안 질서를 안정적으로 유지하겠다"며 "주요 도심을 8개 특별 범죄 예방강화구역으로 설정해 권역대응팀을 배치하는 등 빈틈없이 치안을 확보하겠다"고 했다.

경찰청은 선고 전날 오전 9시부터 비상근무를 발령하고 선고 당일 밤 12시엔 갑호 비상을 발령해 가용 경찰력 100% 동원 가능 체계를 구축한다는 계획이다. 

또 주요 기관·시설엔 충분한 경찰력을 배치해 불법 행위를 사전 차단하고 모든 불법 행위에 대해선 무관용 원칙으로 엄정 대응키로 했다.
