【브레이크뉴스 경주】박희경 기자=경주, 울산, 포항시로 구성된 해오름동맹광역추진단은 1일, 해오름 지역의 연계 협력 강화를 위한 ‘2025년 해오름동맹 도시발전 시행계획’을 수립해 추진한다고 밝혔다.

이 계획은 지역 상생 발전을 목표로 하며, 5대 분야에서 총 43개의 공동협력사업을 진행할 예정이다.

이번 시행계획은 △경제·산업·해양 △도시기반(인프라) △문화·관광 △방재·안전 △추진체계 및 제도 등 5대 분야로 나뉘며, 각 분야의 주요 목표와 사업 내용이 포함됐다.

경제·산업·해양 분야는 친환경에너지 신산업을 육성하고 단일 경제권을 형성하는 것을 목표로 한다. 주요 사업으로는 ‘해오름동맹 글로벌 수소 메가시티 조성’ 등 계속사업 11개와 신규사업 2개가 포함된다.

도시기반 분야는 초광역 대중교통체계와 공동 생활·경제권 도시 인프라 구축을 목표로 하고 있으며, 동남권 해오름 초광역전철망 구축 등의 계속사업 7개와 신규사업 3개가 포함된다.

문화·관광 분야는 형산강·태화강 프로젝트 등 관광 연계성을 강화하는 사업을 포함하며, 계속사업 12개와 신규사업 2개가 추진된다.

방재·안전 분야는 재난·사고 공동대응 스마트 협력체계 구축을 목표로, 미래 재난 대응을 위한 공동협력단 조직·운영 등 계속사업 5개가 진행된다.

추진체계 및 제도 분야는  해오름산업벨트 지원 특별법 제정을 추진하며, 지역 발전을 위한 제도적 지원을 강화할 예정이다.

해오름동맹광역추진단은 각 분야별 실무 협의회를 구성하고, 3개 도시 간 지속적인 협의를 통해 사업 추진 상황을 점검할 계획이다. 특히 신규사업 8개에 대해서는 중단기 로드맵을 수립해 구체적인 실행 방안을 협의할 예정이다. 또한, 신규사업을 추가 발굴하기 위한 현장 벤치마킹과 아이디어 공모 등도 진행될 예정이다.

주낙영 경주시장은 “이번 시행계획을 통해 해오름동맹 3개 도시의 공동협력 사업이 원활히 추진되어 다양한 분야에서 실질적인 성과를 이룰 수 있기를 기대한다”고 말했다.

한편, 해오름동맹은 2016년 울산~포항 고속도로 개통을 계기로 형성된 경주시, 울산광역시, 포항시의 행정협의체로, 지역 공동의 발전을 목표로 하고 있다. 올해 초에는 상설 협력기구인 ‘해오름동맹광역추진단’이 출범해, 해오름동맹의 중심적 역할을 맡고 있다.

The culture and tourism sector includes projects to strengthen tourism connectivity such as the Hyeongsan River and Taehwa River projects, and 12 ongoing projects and 2 new projects are being promoted.

In the disaster prevention and safety sector, 5 ongoing projects are being promoted, including the organization and operation of a joint cooperation group for future disaster response, with the goal of establishing a smart cooperation system for joint response to disasters and accidents.

In the promotion system and system sector, the Haeoreum Industrial Belt Support Special Act will be promoted and institutional support for regional development will be strengthened.

The Haeoreum Alliance Metropolitan Promotion Team plans to form working-level councils for each sector and review the progress of the projects through continuous consultations between the three cities. In particular, a mid-term roadmap will be established for the 8 new projects and specific implementation plans will be discussed. In addition, on-site benchmarking and idea contests will be conducted to discover additional new businesses.

Mayor Joo Nak-young of Gyeongju said, “Through this implementation plan, I hope that the joint cooperation projects of the three cities of the Haeoreum Alliance will be smoothly promoted and that we will be able to achieve tangible results in various fields.”

Meanwhile, the Haeoreum Alliance is an administrative consultative body of Gyeongju City, Ulsan Metropolitan City, and Pohang City that was formed in 2016 with the opening of the Ulsan-Pohang Expressway, and aims for regional joint development. Earlier this year, the permanent cooperation organization, the ‘Haeoreum Alliance Regional Promotion Team,’ was launched and is playing a central role in the Haeoreum Alliance.
