【브레이크뉴스 포항】박영재 기자=포항시가 추진 중인 ‘스마트양식 클러스터 조성 사업’이 순조롭게 진행되며, 대서양 연어 수입을 대체할 ‘포항산 연어’ 생산이 현실로 다가오고 있다.

포항시는 지난 2021년 해양수산부 공모사업에 선정된 이후 스마트양식 기반의 연어 양식 기술 개발 및 상업화를 위한 인프라 조성에 박차를 가하고 있다고 8일 밝혔다. 이 사업은 시범 운영을 위한 테스트베드 구축과 상업용 양식단지 조성이라는 두 축으로 구성된다.

시에 따르면, 지난해 10월 착공한 테스트베드는 현재 공정률 40%를 기록하고 있으며, 지반공사와 해수 취·배수 시설 설치를 마쳤다. 현재는 수조 설치를 위한 건축 및 토공 작업이 한창 진행 중이며, 시는 연내 준공을 목표로 차질 없는 사업 추진에 집중하고 있다.

또한, 상업 양식을 위한 배후부지 조성도 본격화되고 있다. 포항시는 지난해 9월 공공토지비축사업에 선정된 데 이어, 같은 해 12월에는 연어양식특화단지 개발계획과 실시설계를 완료했다. 올해 2월부터는 환경·교통·재해 영향평가 용역에 착수하는 등 행정절차를 속도감 있게 밟고 있다.

시는 예정대로 사업이 진행될 경우 오는 2027년부터 ‘포항산 연어’의 본격적인 출하가 가능할 것으로 내다보고 있다.

이번 사업은 해외에서도 주목을 받고 있다. 지난 2일, 세계적인 연어양식기업인 노르웨이의 닐스윌릭슨(Nils Williksen) 한국지사 회장 이바르 시그문드 윌릭슨(Ivar Sigmund Williksen)이 포항을 방문해 사업 현장을 둘러보고 투자 가능성을 타진했다. 닐스윌릭슨은 연간 3만 2천 톤의 연어를 생산하고, 가공 능력은 연 7만 톤에 이르는 글로벌 기업으로, 자국 내 규제를 피해 해외 진출을 적극 모색 중인 것으로 알려졌다.

시는 이번 방문을 통해 스마트양식 클러스터가 국제적인 주목을 받고 있음을 확인했으며, 향후 해외 투자 유치에도 긍정적인 영향을 미칠 것으로 기대하고 있다.

이강덕 포항시장은 “현재 우리나라는 연간 4만 톤 이상의 대서양 연어를 수입하고 있다”며 “포항산 연어를 통해 수입 의존도를 줄이고, 스마트양식의 성공 모델을 제시해 지역 경제와 수산업의 새로운 활로를 열겠다”고 밝혔다. 이어 “스마트양식 클러스터 조성에 모든 행정 역량을 집중하겠다”고 덧붙였다.

한편, 포항시는 오는 14일 ‘연어양식특화단지 개발 및 실시계획 용역 착수보고회’를 개최하고, 사업 추진에 한층 더 속도를 낼 방침이다.

According to the city, the test bed, which began construction in October of last year, is currently at 40% progress, and the groundwork and seawater intake and drainage facilities have been completed. Currently, construction and earthwork for the installation of the tank are in full swing, and the city is focusing on the smooth promotion of the project with the goal of completion within the year.

In addition, the development of a hinterland for commercial aquaculture is also in full swing. Pohang City was selected for the public land reserve project in September of last year, and completed the salmon farming specialized complex development plan and detailed design in December of the same year. This project is also receiving attention overseas. On the 2nd, Ivar Sigmund Williksen, the chairman of the Korean branch of Nils Williksen, a global salmon farming company from Norway, visited Pohang to tour the project site and explore investment possibilities. Nils Williksen is a global company that produces 32,000 tons of salmon annually and has a processing capacity of 70,000 tons per year. It is known that it is actively seeking overseas expansion to avoid domestic regulations.

Through this visit, the city confirmed that the smart aquaculture cluster is receiving international attention, and expects that it will have a positive effect on attracting overseas investment in the future.

Pohang Mayor Lee Kang-deok said, “Currently, our country imports more than 40,000 tons of Atlantic salmon annually,” and added, “We will reduce our dependence on imports through Pohang salmon, and present a successful model for smart aquaculture to open up new avenues for the local economy and the fishing industry.” He added, “We will focus all administrative capabilities on creating a smart aquaculture cluster.”

Meanwhile, Pohang City plans to hold a ‘Salmon Aquaculture Specialized Complex Development and Implementation Plan Service Commencement Report Meeting’ on the 14th and further accelerate the project.
