포항해경에 따르면 지난 3월 14일, 포항시 해안가 노상에서 한 외국인이 대게를 박스에 담고 있다는 시민의 신고를 접수하고 현장에 출동해, 암컷대게 332마리를 포장 중이던 베트남 국적 A씨를 현행범으로 체포했다.

이후 A씨의 휴대전화 포렌식과 계좌 분석을 통해, 지난 2월부터 국내 어선 5척에 승선한 외국인 선원 11명으로부터 총 2,754마리의 암컷대게를 넘겨받아, 페이스북 등 SNS를 통해 전국에 불특정 다수에게 판매해온 정황을 밝혀냈다.

해경 조사 결과, 이들 어선은 모두 한국인 선장을 제외한 전원이 베트남 국적 선원(2~4명씩)이었으며, 해당 선원들은 조업 중 혼획된 암컷대게를 해상에 방류하지 않고 몰래 보관한 뒤, 야간 시간대를 이용해 A씨에게 건네온 것으로 드러났다.

포항해양경찰서 관계자는 “암컷대게 유통과 판매에 가담한 외국 국적의 중간상인들에 대해 추가 수사를 진행하고 있으며, 유사 범죄의 재발 방지를 위해 수사를 확대할 계획”이라고 밝혔다.

현행 수산자원관리법에 따르면, 암컷대게의 포획·유통·보관·판매 행위는 2년 이하의 징역 또는 2,000만 원 이하의 벌금형에 처해질 수 있다.

According to the Coast Guard investigation, all of these fishing boats, except for the Korean captain, were Vietnamese nationals (2-4 people each), and the crew members were found to have secretly stored the female crabs caught during fishing instead of releasing them into the sea, and then handed them over to Mr. A during the night.

An official from the Pohang Marine Police Station stated, “We are conducting additional investigations into foreign middlemen involved in the distribution and sale of female crabs, and we plan to expand the investigation to prevent the recurrence of similar crimes.”

According to the current Fisheries Resources Management Act, the act of catching, distributing, storing, or selling female crabs is subject to imprisonment of up to 2 years or a fine of up to 20 million won.
