【브레이크뉴스 포항】박영재 기자=포항시의회(의장 김일만)는 15일 제323회 임시회 제3차 본회의를 열고 2025년도 제1회 추가경정예산안 등 총 20건의 안건을 의결하며 15일간의 의정활동을 마무리했다.

이날 본회의에 앞서 열린 5분 자유발언에서는 다양한 지역 현안이 집중 조명됐다.

최광열 의원은 포항시 이동노동자 쉼터의 접근성과 안전성 부족을 지적하며, 쉼터의 확대 설치와 환경 개선의 필요성을 제안했다. 김철수 의원은 시민 의견과 시의회 동의 없이 추진된 영일만대교 노선 변경에 대해 우려를 표하고, 당초 계획대로 지역 균형발전을 위한 시민 뜻을 반영해 사업을 재검토할 것을 촉구했다.

김은주 의원은 지진 피해 현장 보존과 함께 지진박물관, 국가지진방재교육관 건립, 시민 참여형 아카이브 구축 등을 제안하며 포항 지진의 아픔을 역사‧문화 자산으로 승화할 필요성을 강조했다. 김상백 의원은 오션힐스 포항CC 운영 과정에서 드러난 환경오염과 주민 의견 반영 미흡 문제를 지적하며, 시의 철저한 관리 감독을 요청했다.

임주희 의원은 풍력발전기에 산불감시용 CCTV와 헬리카이트 도입을 제안해 산불 감시 체계 강화를 주장했고, 박칠용 의원은 오천읍 주민들의 악취 피해 문제를 지적하며 음식물쓰레기 재활용 시설 설치 재검토를 강력히 요청했다.

김민정 의원은 장애인형 빙상장 공모사업 관련 포항시의 내부 행정절차 위반을 지적하며, 공모 취소 사유와 경북도의 사업자 선정 경위에 대한 공식적인 설명을 요구했다. 김상민 의원은 추가경정예산 심사 과정에서의 절차적 문제를 언급하며, 수정예산안의 재심사를 요구하기도 했다.

이어진 본회의에서는 일부 의원들의 추경안 재회부 요구가 있었지만 표결 끝에 부결되었으며, 1,370억 원이 증액된 총 3조 270억 원 규모의 2025년도 제1회 추경예산안이 의결됐다. 이 중 일반회계 예산은 약 4억 7,840만 원이 삭감 처리됐다.

이날 통과된 주요 조례안에는 △포항시 이동노동자 권익 증진 조례안(임주희 의원 발의), △포항시 초등학교 입학준비금 지원 조례안(함정호 의원 발의), △포항시 공공심야약국 운영 지원 조례안(김종익 의원 발의), △포항시 청년 및 신혼부부 임대주택 지원 조례안(양윤제 의원 발의) 등이 포함됐다. 이 외에도 포항시장이 제출한 조례안 4건, 동의안 5건 등 총 20건의 안건이 의결됐다.

한편, 포항시의회의 다음 회기인 제324회 제1차 정례회는 오는 6월 10일부터 30일까지 21일간 진행되며, 행정사무감사와 결산예비심사, 시정질문 등이 예정돼 있다.

In the plenary session that followed, some members requested a reconsideration of the supplementary budget, but it was rejected after a vote, and the first supplementary budget for 2025, which increased by 137 billion won to a total of 3.27 trillion won, was passed. Of this, the general account budget was cut by approximately 478.4 million won.

The major ordinances passed that day included: △ Pohang City Migrant Workers’ Rights Promotion Ordinance (proposed by Rep. Lim Ju-hee), △ Pohang City Elementary School Entrance Preparation Fund Support Ordinance (proposed by Rep. Ham Jeong-ho), △ Pohang City Public Late-Night Pharmacy Operation Support Ordinance (proposed by Rep. Kim Jong-ik), and △ Pohang City Youth and Newlyweds Rental Housing Support Ordinance (proposed by Rep. Yang Yoon-je). In addition, a total of 20 agenda items were passed, including 4 ordinances submitted by the Pohang Mayor and 5 consent motions.

Meanwhile, the 324th 1st regular session of the Pohang City Council, the next session, will be held for 21 days from June 10th to 30th, and administrative audits, preliminary audits of financial statements, and city administration questions are scheduled.
