본회의에 앞서 김일만 의장은 개회사를 통해 “중앙정치의 변화 속에서도 지역은 멈출 수 없고, 시민의 일상은 계속된다”며 “지금 이 시기에 시민의 목소리를 가장 가까이에서 듣고 시민의 삶을 가장 먼저 책임지는 지방의회의 역할이 어느 때보다 중요해졌다”고 강조했다.

김 의장은 “새 정부 출범 이후 포항의 주요 현안과 숙원사업이 속도감 있게 추진될 수 있도록 모든 역량을 결집하자”며, “33명 의원 모두 남은 임기 동안 초심과 열정을 잃지 않고 시민의 기대에 부응하겠다”고 밝혔다.

이날 본회의에서는 지역 현안에 대한 의원들의 5분 자유발언이 이어졌다.

최해곤 의원은 포항지진 2심 판결에서 정부의 책임이 부정된 점을 지적하며 “정부는 공식 사과와 함께 실질적인 배상 대책을 마련하고, 피해자 중심의 지원책과 특별법 개정, 소멸시효 연장 등 제도 개선에 나서야 한다”고 촉구했다.

조민성 의원은 도시가스 공급 사각지대를 언급하며 “해도동 등 일부 지역은 시공업체가 공급 가능 여부도 확인하지 않고 공사를 유도해 가스 배관만 설치된 채 방치되고 있다”고 지적했다. 그는 실태조사와 책임 규명, 주민 피해 보상, 설명회 개최 등 제도적 장치 마련을 요구했다.

김만호 의원은 “시내버스 노선 개편에도 불구하고 학생들의 통학 수요는 충분히 반영되지 않고 있다”며, 통학 수요 중심의 노선 조정과 학생 전용 순환버스 도입 등을 통해 시민 편의를 높이고 예산 효율성도 제고해야 한다고 주장했다.

한편 이날 시의회는 제324회 정례회 회기결정, 회의록 서명의원 선출, 시장 및 관계 공무원 출석요구의 건 등을 의결하고 제1차 본회의를 마무리했다.

포항시의회는 이번 정례회 기간 중 ▲11~12일 상임위원회별 결산 예비심사 ▲13~15일 예산결산특별위원회 결산심사 ▲16~23일 행정사무감사 ▲24~25일 시정질문 ▲26~29일 조례안 등 안건 심사를 거쳐, 오는 30일 제4차 본회의에서 일정을 마무리할 예정이다.
