양윤제 의원, 송도 해양R&D센터 및 교통 문제 제기

양윤제 의원은 개관이 지연 중인 해양R&D센터와 송도해수욕장의 자전거도로, 동빈대교 개통에 따른 교통 혼잡 우려 등을 언급하며 관련 대책을 요구했다. 특히 송도 일대의 교통성 평가 여부, 주차난 해소 방안, 환경오염 문제에 대한 대응과 환경출장소 재설치 필요성 등을 강조했다.

김상일 의원은 학산천 생태하천 복원사업이 2년 넘게 지연되며 주민 불편이 가중되고 있다고 지적하고, 인근 상권 회복 방안, 교통·주차 대책 등을 질의했다. 또한 구도심 인구 감소 원인과 해결 방안, 양질의 일자리 창출 전략, 죽도시장 인근 동빈교 공사 지연 사유에 대해서도 질문했다.

이에 포항시는 학산천 복원사업 지연은 공사 중 차량통행을 유지하기 위한 불가피한 조치였으며, 향후 주차장 조성과 상권 활성화를 기대하고 있다고 설명했다. 인구 유출 문제는 도시재생사업, 재건축, 청년창업 지원 등 다양한 대책을 병행하고 있으며, 동빈교 공사는 구조 안전 확보를 위한 공법 변경에 따라 오는 9월 1차로 개통할 계획이라고 밝혔다. 주민 의견 수렴도 수시로 진행 중이라고 덧붙였다.
