【브레이크뉴스 포항】박영재 기자=김일만 포항시의회 의장이 25일 오후 법무부 포항보호관찰소 대회의실에서 ‘2025 보호관찰제도와 지역사회 범죄예방’을 주제로 특강을 진행했다.

이번 특강은 포항보호관찰소협의회의 정기회의에 맞춰 열렸으며, 보호관찰제도에 대한 이해를 높이고 지역사회 내 범죄예방과 사회통합에 대한 공감대 형성을 목적으로 마련됐다. 보호관찰위원과 유관기관 관계자 등 50여 명이 참석해 자리를 함께했다.

김 의장은 이날 특강에서 다년간의 의정 활동과 지역 현장 경험을 바탕으로, 범죄자의 사회 복귀 지원, 범죄 사전 예방, 취약계층 보호, 지역 내 협력 체계 강화 등 다양한 주제를 현실적이고 공감도 높은 메시지로 전달했다.

특히, 포항시의회의 역할과 관련해 ▲범죄예방 관련 조례 제·개정 ▲예방사업 예산 확보 및 행정적 지원 ▲관계기관에 대한 견제 및 감시 활동 등 지방의회의 구체적인 기여 사례를 소개하며, 시민 안전을 위한 제도적 기반의 중요성을 강조했다.

김 의장은 “범죄 예방은 특정 기관만의 몫이 아닌 우리 모두의 공동 과제”라며 “제도적 기반 구축과 예산 확보, 정책 감시가 유기적으로 연계되어야 한다”고 역설했다. 이어 “포항시의회도 시민의 안전과 공동체 회복을 위한 입법 활동과 정책 지원을 더욱 강화해 나가겠다”고 밝혔다.

이번 특강은 지방의회의 범죄 예방 역할과 공동체 기반 안전망 구축에 대한 인식을 제고하는 계기가 됐다는 평가를 받고 있다.

Pohang City Council Chairman Kim Il-man gave a special lecture on the topic of ‘2025 Probation System and Community Crime Prevention’ at the Pohang Probation Office conference room of the Ministry of Justice on the afternoon of the 25th.

Approximately 50 people, including probation committee members and officials from related organizations, attended the event.

In the special lecture, Chairman Kim delivered realistic and empathetic messages on various topics such as supporting the social reintegration of criminals, preventing crime in advance, protecting vulnerable groups, and strengthening the cooperative system within the region, based on his many years of legislative activities and local field experience.

In particular, regarding the role of the Pohang City Council, he introduced specific examples of local council contributions, such as ▲ enacting and revising crime prevention-related ordinances ▲ securing budgets for prevention projects and providing administrative support ▲ monitoring and monitoring activities for related organizations, and emphasized the importance of institutional foundations for citizen safety.
