이번 제도는 고령화 시대에 발맞춰 어르신들의 이동 편의를 도모하고 교통비 부담을 덜기 위한 경상북도 차원의 정책에 따른 조치다.
이에 따라 울릉군에 주소를 둔 만 70세 이상 주민은 관내 모든 농어촌버스 노선을 무료로 이용할 수 있다. 병원 방문, 장보기, 여가 활동 등 일상생활 전반에서 이동성이 향상될 것으로 기대된다.
무임승차 혜택을 받기 위해서는 읍·면사무소에서 발급받은 ‘어르신 무임 교통카드’를 버스 승차 시 제시해야 한다. 카드 발급은 주민등록상 울릉군에 거주하는 만 70세 이상 어르신을 대상으로 진행된다.
남한권 울릉군수는 “이번 무임승차 제도가 어르신들의 삶의 질 향상에 실질적인 도움이 되기를 바란다”며 “앞으로도 어르신들이 건강하고 활기찬 노년을 보낼 수 있도록 다양한 복지정책을 적극 발굴하고 추진해 나가겠다”고 밝혔다.
울릉군은 이번 정책 시행이 어르신들의 사회 활동 참여를 촉진하고, 지역 공동체 활성화에도 긍정적인 효과를 가져올 것으로 기대하고 있다.
