이강덕 포항시장은 3일 포항국제전시컨벤션센터(PICE) 건설 현장을 찾아 폭염 대응 실태를 점검하고, 피해를 예방하기 위한 종합 대책 마련을 강력히 지시했다. 

이 시장은 현장에서 “전국적으로 폭염 피해가 확산되는 상황에서 시민의 안전이 최우선”이라며, 시가 발주한 모든 건설 현장에 대해 오후 2시부터 5시까지 옥외작업을 중단하도록 지시했다. 민간 사업장에도 같은 시간대 작업 중지를 권고했다.

포항시는 현재 폭염 대응 전담 태스크포스(TF)를 구성해 오는 9월 30일까지를 폭염 대책 기간으로 정하고 실시간 대응 체계를 운영 중이다. 폭염 특보가 발령되면 즉시 폭염 종합지원상황실을 가동, 취약계층 보호와 피해 예방에 나서고 있다.

특히 ▲고령자·장애인 등 취약계층 ▲논·밭 작업자 ▲건설현장 근로자 등 세 분야를 집중 관리 대상으로 지정하고 맞춤형 대응을 강화하고 있다.

독거노인과 장애인 등 14,681명의 폭염취약계층에 대해서는 방문건강관리사, 생활지원사 등 재난도우미 462명이 1:1로 지정돼 매일 전화 안부 확인과 건강 상태 점검을 실시하고 있다. 농작업 중인 고령 농업인을 위해서는 각 읍면동 이·통장과 자율방재단이 현장을 순회하며 예찰과 예방 홍보를 병행하고 있다.

또한 건설 현장 근로자 보호를 위해 쿨타월, 쿨마스크 등 냉방용품을 배포하고, 무더위 시간대 옥외작업 중지 지도를 철저히 이행 중이다.

아울러 시민들의 폭염 피해를 줄이기 위해 시는 무더위쉼터 648곳, 그늘막 221곳, 쿨링포그 3곳 등 폭염 저감 인프라도 운영하고 있다. 여기에 재난 문자 발송 체계와 마을 방송, 언론매체를 활용해 옥외활동 자제, 충분한 수분 섭취, 그늘에서 휴식, 노약자 안부 확인 등 폭염 국민행동요령도 적극 홍보 중이다.
