경북도는 지난 16일부터 이어진 극한 호우 기간 도안‘마~어서 대피’프로젝트를 실시했다. 이 기간동안 경북도 관내에는 ▵청도군 416.5mm ▵경산시 333.9mm ▵고령군 358.4mm, 산불 지역인 안동시 ▵165.4mm 의 비가 내렸다. 특히 청도군 각남면 421mm, 고령군 우곡면 360mm 등 지역 내 최대 강수량을 기록했다.

경북도는 이철우 도지사의‘과잉 대응 원칙’이라는 특별 지시에 따라 매일 1회 이상 김학홍 경북도 행정부지사와 박성수 경북도 안전행정실장 주재하에 상황 판단 회의를 개최해 지속적인 호우 현황을 확인했다. 

경북도는 이와 함께 인명 피해 우려 지역 과잉대피, 그 외 지역 마을순찰대 적극 가동, 도 실·국장 등의 22개 시군 안전지원책임관 파견, 장마 기간 내내 안전행정실 내 초대형 산불 피해 지역 24시간 전담관리반 가동, 우리 마을 대피왕 제도를 시행했다. 

현장에서는 22개 시군 3,445개 마을에 마을순찰대 5,696명이 주민대피, 사전예찰 및 배수로 정비 등의 활동과 산불 피해 지역 및 인명 피해 우려 지역 등에 선제적 대피를 독려했다.

이같은 활동으로 호우 기간 중 10개 시군 395세대 547명이 선제적으로 대피하였고, 청도군 108세대 174명, 고령군 102세대 145명, 포항시 80세대 96명이 대피하여 인명 피해 없이 위기를 넘길 수 있었다고 경북도는 밝혔다.

이철우 도지사는 특별 지시 사항을 통해 2차 장마 본격화에 따라 시군에서는 장마 해제 시까지 최고 수위의 대응 단계체계를 구축하고, 도 실·국별 취약 시설과 위험지역에 대한 인명 피해 예방 대책을 즉각 시행하고 비상 대응 체계를 유지할 것을 지시했다.

한편, 경북도 관내 피해상황으로 공공시설인 청도군의 노후 송원저수지 제방 유실, 경주시 평동 상수도 관로 파손 등 약 14억 원 규모외에 사유시설인 성주군의 주택 4채 침수와 농경지·농작물 49.7ha 피해 등 약 4억 원 규모로, 총 피해액은 약 18억 원으로 파악되고 있다.

이철우 경북도지사는 “극한 호우속에서도 경북형 마을대피 시스템인 ‘마~어서 대피’가 통했다. 도 및 시군에서 과할 정도로 선제적으로 대응했고, 도민들께서는 호우 시 위험지역에서 미리 대피해 주셔서 인명 피해가 없었다”며 “폭우 이후에도 관련 취약 지역 점검과 예찰 활동을 지속 시행해 재난으로부터 도민의 안전을 지키는 데 만전을 기하라”고 지시했다

In addition, Gyeongbuk Province implemented excessive evacuation in areas with concerns of casualties, active operation of village patrols in other areas, dispatching safety support officers such as provincial offices and bureau chiefs to 22 cities and counties, operating a 24-hour dedicated management team in the Safety Administration Office for areas affected by large-scale wildfires throughout the rainy season, and implementing the Our Village Evacuation King system.

In the field, 5,696 village patrols in 3,445 villages in 22 cities and counties encouraged residents to evacuate, conduct advance inspections, and maintain drainage ditches, as well as preemptive evacuation in areas affected by wildfires and areas with concerns of casualties.

Gyeongbuk Province announced that as a result of these activities, 547 households in 395 cities and counties preemptively evacuated during the heavy rain period, 174 households in 108 Cheongdo-gun, 145 households in 102 Goryeong-gun, and 96 households in 80 Pohang-si were able to overcome the crisis without casualties.

Governor Lee Cheol-woo instructed, “Through special instructions, cities and counties should establish a highest-level response system until the end of the second rainy season, immediately implement measures to prevent casualties in vulnerable facilities and dangerous areas by provincial and national offices, and maintain an emergency response system.”

Meanwhile, damage in Gyeongbuk Province is estimated at approximately KRW 1.4 billion, including the loss of the aging Songwon Reservoir embankment in Cheongdo-gun, a public facility, and damage to the water supply pipes in Pyeongdong, Gyeongju-si, as well as the flooding of four houses in Seongju-gun, a private facility, and damage to 49.7 ha of farmland and crops, totaling approximately KRW 400 million. The total damage is estimated at approximately KRW 1.8 billion.

Gyeongbuk Governor Lee Cheol-woo said, “Even in extreme heavy rain, the Gyeongbuk-style village evacuation system, ‘Emergency evacuation,’ worked. The province and cities and counties responded preemptively to an excessive degree, and the residents evacuated from dangerous areas in advance during heavy rain, so there were no casualties.” He instructed, “Even after the heavy rain, continue to conduct inspections and surveillance of related vulnerable areas to make every effort to protect the safety of the residents from disasters.”
