포항시는 29일 해양수산부가 발표한 ‘복합 해양레저관광도시’ 공모사업 대상지로 영일만관광특구 일원이 최종 선정됐다고 밝혔다. 이 사업은 해양관광 인프라가 우수한 지역에 민간 투자를 유치해 해양레저관광 중심지로 육성하는 대규모 국책사업이다.

이번 공모에는 전국 9개 지자체가 참여했으며, 서면평가와 발표심사, 현장실사 등 철저한 심사를 거쳐 포항시와 경남 통영시가 최종 선정되는 영예를 안았다.

포항시는 민간투자 1조 1,523억 원과 정부 및 지자체 재정지원 2,000억 원을 더해 총 1조 3,523억 원 규모의 개발계획을 제안했으며, 오는 2034년까지 단계적으로 사업을 추진할 계획이다.

포항시는 도심과 해안이 맞닿은 전국 유일의 입지, 50만 인구 기반, 육·해·공 광역교통망, 해양레저 및 관광·신산업 융복합 생태계 등을 갖춰 우수한 평가를 받았다. 특히, 영일만관광특구에 조성 중인 POEX(포항엑스포), 특급호텔, 복합마리나 등 대형 민간·공공 투자사업이 사계절 체류형 관광도시의 가능성을 증명했다.

이번 선정은 행정, 정치권, 민간의 유기적 협력 결과라는 평가다. 이강덕 포항시장이 직접 사업기획과 평가 대응을 총괄 지휘했고, 김정재·이상휘 국회의원이 중앙정부와의 협의를 전폭 지원했다. 지역 주민 대표들도 현장 평가에 참여하며 ‘민·관·정’ 삼각 공조 체계가 빛을 발했다.

시는 하반기 교부 예정인 국비 10억 원을 바탕으로 기본계획 수립 용역에 착수할 계획이다. 글로벌 해양도시로의 도약을 위해 국제현상공모도 병행 추진된다.

공모사업은 환호공원과 영일대에서 송도 구도심을 잇는 관광동선을 중심으로 추진된다. 주요 재정사업은 ▲환호공원 해양예술거점 조성 ▲복합마리나 구축 ▲글로벌 해양경관 특화 ▲송도 복합 해양문화관광시설 조성 ▲송도솔숲 및 포항운하 명소화 등이 포함됐다.

민간투자사업으로는 ▲해양레저지원센터 ▲대관람차 ▲특급호텔 ▲옛 포항역 복합개발 등 총 9개 사업이 진행될 예정이다.

시는 이번 공모를 통해 선정된 영일만관광특구를 중심으로, 이미 유치된 호미반도권 골프장·리조트 등 4개 민간사업(약 1조 3천억 원 규모)과도 연계해 시너지 효과를 높인다는 전략이다.

또한 민관 협력 기반의 운영구조를 강화해 지역 주도형 프로젝트의 성공모델을 구축하고, 관광 동선을 도시 전역으로 확장해 체류형 관광도시로의 전환을 본격화할 방침이다.

시는 이번 사업이 본격화될 경우 연간 약 2,700억 원의 생산유발 효과와 1만 6,000여 명의 취업 유발, 1,100억 원의 부가가치 유발 효과가 발생할 것으로 내다보고 있다.

특히 사계절 체류형 관광 인프라가 구축되면 숙박업, 상권, 교통, 해양레저 산업 등 지역경제 전반에 걸쳐 파급 효과가 클 것으로 기대된다.

이강덕 포항시장은 “이번 공모사업 선정은 민선 6기부터 전략적으로 추진해 온 민간 투자 유치와 해양관광 기반 조성의 결실”이라며 “공공과 민간이 함께 실행하는 대규모 프로젝트를 통해 포항을 대한민국을 대표하는 복합 해양레저관광도시로 성장시키겠다”고 밝혔다.

한편 시는 이번 사업 선정과 연계해 ▲첨단해양R&D센터 운영 ▲스마트 해양레포츠 e-모빌리티 산업 육성 ▲APEC 크루즈 플로팅호텔 운영 등 다양한 후속 프로젝트를 병행 추진할 예정이다. 또한 ▲국제회의복합지구 지정 ▲호미반도 해양관광특구 지정 추진 등 해양관광 생태계 고도화도 함께 이어간다는 방침이다.

Furthermore, the city plans to strengthen its public-private partnership-based operational structure to establish a successful model for regionally driven projects and expand tourism routes throughout the city, accelerating its transformation into a residential tourism destination.

The city projects that once fully operational, this project will generate approximately KRW 270 billion in annual production inducement, create approximately 16,000 jobs, and generate KRW 110 billion in added value.
