포항시는 ‘호미곶 골프&리조트 조성사업’과 ‘코스타밸리 관광휴양지구 개발사업’이 각각 지난 7월 10일과 24일 열린 도시관리계획위원회에서 토지적성평가를 최종 통과했다고 4일 밝혔다. 

이번 통과로 양 사업은 도시관리계획 결정(변경) 입안을 위한 사전 절차를 마무리했으며, 향후 인허가 등 후속 행정 절차에도 탄력이 붙을 전망이다.

두 사업은 총사업비 1조 원에 달하는 대형 프로젝트로, 포항시는 이를 통해 체류형 관광 인프라를 확충하고 지역 일자리 창출, 해양관광특구 지정 등 호미반도권 광역 관광개발의 본격적인 신호탄이 될 것으로 기대하고 있다.

‘코스타밸리 관광휴양지구’는 남구 장기면 두원리 일원 약 165만㎡ 부지에 2028년까지 총 8,677억 원을 투입해 조성되는 복합관광단지다. 이 사업은 경북도의 제7차 권역별 관광개발계획과 포항시 2030 도시기본계획에 반영된 전략사업으로, 500객실 규모의 호텔과 콘도, 골프장, 펫파크, 스마트 레이싱, 딥다이브, 푸드테크 관광센터 등 다양한 시설이 들어설 예정이다.

특히 고령화 시대에 발맞춰 세계 장수마을 개념인 ‘블루존’을 접목한 웰니스센터와 온천시설을 포함해 아시아 최고 수준의 장기체류형 리조트로 개발된다. 해외 관광객 유치도 본격화될 전망이다.

사업은 국내 최대 민간 관광단지 운영사인 ㈜모나용평과 토지소유자인 ㈜중원이 공동 설립한 특수목적법인(SPC) ‘코스타밸리모나용평㈜’이 주관하고 있으며, 이미 사업지 대부분의 토지를 확보해 사업 안정성과 실현 가능성 면에서 높은 평가를 받고 있다.

또 다른 사업인 ‘호미곶 골프&리조트 조성사업’은 남구 호미곶면 구만리 일원 127만㎡ 부지에 총 1,745억 원을 투입해 추진된다. 해당 사업은 지난 2007년 9홀 골프장 조성계획이 고시됐으나 추진이 지연되면서 지역의 숙원사업으로 남아 있었다. 이후 2021년 민간사업자 승계를 거쳐 18홀 골프장과 고급 리조트를 포함한 관광휴양단지로 확대돼 재추진되고 있다.

현재 부지의 99%를 확보한 상태로, 2027년 말 준공을 목표로 하고 있으며, 포항 최초의 골프빌리지를 중심으로 다양한 관광·레저 인프라를 조성할 계획이다. 특히 천혜의 해양경관을 자랑하는 호미곶 자연 자원과 연계한 고급 체류형 관광단지로 개발돼 지역 경제 활성화와 일자리 창출 등 큰 파급효과가 기대된다.

포항시는 오는 2026년 초 착공을 목표로 이들 민간 주도 대형 프로젝트에 대한 관련 행정 절차를 신속히 마무리하고, 호미반도 일대에 체류형 관광 콘텐츠를 지속 확충해 해양레저관광 생태계를 구축한다는 방침이다.

Two large-scale private tourism development projects currently being pursued by Pohang City are gaining momentum after recently passing the Urban Management Planning Committee's review.

Pohang City announced on the 4th that the "Homigot Golf & Resort Development Project" and the "Costa Valley Tourism and Recreation Area Development Project" passed the final land suitability assessment at the Urban Management Planning Committee meetings held on July 10th and 24th, respectively.

With this approval, both projects have completed the preliminary procedures for drafting (or amending) the Urban Management Plan, and subsequent administrative procedures, such as permits and approvals, are expected to gain momentum.

The Costa Valley Tourism and Resort District is a multi-purpose tourism complex, planned for development by 2028 on approximately 1.65 million square meters in Duwon-ri, Janggi-myeon, Nam-gu. This strategic project, incorporated into Gyeongbuk Province's 7th Regional Tourism Development Plan and Pohang City's 2030 Urban Master Plan, will include a 500-room hotel, condominiums, a golf course, a pet park, smart racing, deep dive, and a food tech tourism center.

In line with the aging population, the area will incorporate a wellness center and hot springs, incorporating the global concept of "Blue Zones," a longevity village, to create Asia's top-class long-stay resort. It is also expected to attract international tourists in earnest.

The project is being led by Costa Valley Mona Yongpyeong Co., Ltd., a special purpose corporation (SPC) jointly established by Mona Yongpyeong Co., Ltd., Korea's largest private tourism complex operator, and landowner Jungwon Co., Ltd. Having already secured most of the land for the project, the company is highly regarded for its stability and feasibility.

Another project, the Homigot Golf & Resort Development Project, will be implemented with a total investment of KRW 174.5 billion on a 1.27 million square meter site in Guman-ri, Homigot-myeon, Nam-gu. While the plan to build a nine-hole golf course was announced in 2007, its implementation was delayed, leaving it a long-awaited project for the local community. Following the private sector's succession in 2021, the project has been expanded into a tourism and resort complex, including an 18-hole golf course and a luxury resort.

Currently, 99% of the site has been secured, and the project is targeted for completion by the end of 2027. The project will focus on developing diverse tourism and leisure infrastructure centered around Pohang's first golf village. In particular, the development of a high-end residential tourism complex, linked to the natural resources of Homigot, boasting breathtaking marine scenery, is expected to have significant ripple effects, including revitalizing the local economy and creating jobs.

Pohang City aims to begin construction in early 2026, swiftly completing administrative procedures for these large-scale privately-led projects, and continues to expand residential tourism content around the Homigot Peninsula to build a vibrant marine leisure tourism ecosystem.
