‘포항에코빌리지’는 현재 사용 중인 호동2매립장과 생활폐기물에너지화시설의 사용 종료 이후를 대비한 핵심 환경 인프라로, 포항 전역에서 발생하는 생활폐기물을 안정적이고 친환경적으로 처리하기 위해 추진되는 대형 사업이다.

신규 부지에는 ▲소각시설 ▲매립시설 ▲대형폐기물 처리시설 ▲음식물자원화시설 ▲재활용 선별시설 ▲침출수 처리시설 등 총 6개의 폐기물 처리시설이 들어설 예정이며, 주민 복지를 위한 ▲체육시설 ▲공연장 ▲도서관 ▲공원 ▲휴게시설 등 편익시설도 함께 조성된다.

공모 대상지는 면적 40만㎡ 이상, 토지 이용계획상 제약이 없는 지역으로 제한되며, 지리적 조건, 접근성, 향후 확장 가능성 등을 종합 평가해 지역 주민의 유치 의사가 뚜렷한 곳을 우선 선정할 계획이다.

입지 선정은 12월 중 구성되는 주민대표, 시의원, 전문가 등으로 이뤄진 ‘입지선정위원회’가 타당성 조사 및 전략환경영향평가를 거쳐 2026년 12월 최종 확정한다.

입지 유치를 희망하는 지역 주민은 3년 이상 거주한 주민들을 중심으로 유치위원회를 구성하고, 후보지 주민과 토지 소유자, 이통장협의회, 개발자문위원회 등에서 70% 이상 동의를 얻은 뒤, 읍면동장의 추천서 및 검토의견서를 첨부해 포항시 자원순환과에 신청서를 제출해야 한다.

최종 선정 지역에는 ▲총 450억 원 규모의 주민편익시설 설치 ▲연간 약 17억 원 규모의 주민지원기금 조성 등 향후 30년간 안정적인 지원 혜택이 제공된다.

포항시는 입지 공모 기간 동안 언론 홍보와 읍면동 순회 설명회, 선진지 견학 등을 통해 폐기물 처리시설에 대한 시민 인식 개선과 수용성 제고에 힘쓸 계획이다. 또한 입지선정 과정 전반을 투명하고 공정하게 운영해 불필요한 오해와 민원을 사전에 차단하겠다는 방침이다.

도명 포항시 환경국장은 “포항에코빌리지는 지속 가능한 도시 발전과 효율적인 폐기물 처리를 위한 필수 인프라”라며 “첨단 설비와 친환경 기술을 접목해 환경 피해를 최소화하고, 해당 지역 주민의 삶의 질 향상에도 기여하는 기회시설로 만들겠다”고 밝혔다.

Convenience facilities for the welfare of residents, including a sports facility, a performance hall, a library, a park, and recreational facilities, will also be built.

Sites eligible for the competition will be limited to areas with an area of at least 400,000 square meters and no land use restrictions. Priority will be given to sites with a strong local resident interest in hosting the project, based on a comprehensive evaluation of geographic conditions, accessibility, and potential for future expansion.

The site selection committee, comprised of resident representatives, city council members, and experts, will be formed in December to conduct a feasibility study and strategic environmental impact assessment, with the final decision made in December 2026.

Residents wishing to host the project must form a committee comprised of residents who have resided in the area for at least three years. After securing the consent of at least 70% of the potential site residents, landowners, the local community council, and the development advisory committee, they must submit an application to the Pohang City Resource Circulation Division along with a recommendation letter and review opinion from the town/village head.

The selected site will receive stable support for the next 30 years, including the installation of resident convenience facilities worth a total of KRW 45 billion and the creation of an annual resident support fund of approximately KRW 1.7 billion.

During the site selection period, Pohang City plans to raise public awareness and increase acceptance of waste treatment facilities through media outreach, tours of towns, townships, and neighborhoods, and tours of advanced sites. Furthermore, the city plans to ensure transparency and fairness throughout the site selection process to prevent unnecessary misunderstandings and complaints.
