【브레이크뉴스 포항】박영재 기자=포항시가 28일 산업통상자원부로부터 ‘산업위기선제대응지역’으로 최종 지정됐다. 세계 철강 수요 둔화와 보호무역주의 확산, 미국의 고율 관세 부과 등으로 어려움을 겪고 있는 지역 철강기업과 협력업체를 지원하기 위한 조치다.

시는 글로벌 공급 과잉과 불공정 수입재 유입으로 지역 철강산업의 침체가 가속화될 것을 우려해 지난 7월 18일 지정 신청을 했으며, 현지 실사와 심의위원회 심의를 거쳐 최종 확정됐다.

이번 지정에 따라 포항시는 긴급경영안정자금과 지방투자촉진보조금 우대를 비롯해 중소기업 정책금융 지원을 강화받는다. 중소벤처기업진흥공단은 10억 원 한도의 대출(금리 3.71%, 2년 거치 5년 만기)을, 소상공인시장진흥공단은 7천만 원 한도의 대출(금리 2.68%, 2년 거치 5년 만기)을 제공한다. 또 지방투자촉진 보조금 지원 비율이 대기업은 6%에서 12%, 중소기업은 10%에서 최대 25%까지 상향된다.

이와 함께 자금·융자, 연구개발 및 사업화 지원, 고용안정 대책 등 지역 특성에 맞는 맞춤형 정책도 병행 추진된다. 포항시는 중소 철강기업 대상 금융지원과 함께 인력 양성, 기술 자문 컨설팅 등 경쟁력 강화를 위한 사업도 본격화할 계획이다.

이번 성과는 지역 국회의원인 김정재(포항 북구), 이상휘 의원(포항 남구·울릉)의 적극적인 건의 활동과 포항시의회, 경상북도, 주요 철강기업의 협력이 뒷받침된 결과다.

이강덕 포항시장은 “이번 지정은 지역사회가 힘을 모아 얻은 결실”이라며 “위기 속 철강산업을 새로운 도약의 발판으로 삼아 지역경제 재도약을 반드시 이끌겠다”고 밝혔다. 이어 “K-스틸법 제정·시행, 전기요금 부담 완화, 울진~포항 해저 전력망과 수소에너지 배관망 구축 등 실질적인 정부 지원이 시급하다”고 덧붙였다.

한편 산업위기선제대응지역 지정 기간은 2025년 8월 28일부터 2027년 8월 27일까지 2년이며, 이 기간 동안 금융·컨설팅·고용지원 등 다각적인 지원이 이어질 예정이다.

Pohang City was finally designated as an "Preemptive Industrial Crisis Response Zone" by the Ministry of Trade, Industry and Energy on the 28th. Furthermore, the local investment promotion subsidy rate will increase from 6% to 12% for large corporations and from 10% to up to 25% for SMEs.

Furthermore, customized policies tailored to regional characteristics will be implemented, including funding and loans, R&D and commercialization support, and employment stabilization measures. Pohang City plans to fully launch programs to enhance competitiveness, including human resource development and technical consulting, along with financial support for SMEs.

This achievement is the result of the active support of local National Assembly members Kim Jeong-jae (Pohang Buk-gu) and Lee Sang-hwi (Pohang Nam-gu/Ulleung), as well as the cooperation of the Pohang City Council, Gyeongsangbuk-do Province, and major steel companies.

Pohang Mayor Lee Kang-deok stated, "This designation is the fruit of the local community's collective efforts. We will use the steel industry, in times of crisis, as a springboard for a new leap forward and lead the local economy to a new leap forward." He added, "Substantial government support is urgently needed, including the enactment and implementation of the K-Steel Act, easing the burden of electricity rates, and building the Uljin-Pohang submarine power grid and hydrogen energy pipeline."

Meanwhile, the designation as an industrial crisis preemptive response area will last for two years, from August 28, 2025, to August 27, 2027. During this period, various support measures, including financial assistance, consulting, and employment assistance, will be provided.
