김 의원은 ‘경상북도교육청 배움터지킴이 운영 및 지원 조례안’을 대표 발의해 오는 23일 열리는 제358회 임시회에서 상정할 예정이다. 조례안은 24일 소관 상임위 심의를 거쳐, 10월 2일 본회의에서 최종 의결될 예정이다.

이번 조례안은 현재 자원봉사 형태로 운영되고 있는 배움터지킴이 제도를 제도적으로 뒷받침하고, 체계적·안정적인 운영 기반을 마련하는 데 목적이 있다. 이를 통해 학생들의 등하굣길과 학교 주변에서 발생할 수 있는 외부 위협으로부터 안전을 강화하고, 학부모들의 불안감을 덜어줄 것으로 기대된다.

김 의원은 “아동 대상 범죄 위협이 증가하는 상황에서 학교 안팎의 안전은 더 이상 미룰 수 없는 과제”라며 “이번 조례 제정으로 학생들이 안심하고 생활할 수 있는 든든한 울타리를 마련하고, 행복한 학교 환경을 만드는 제도적 기반을 마련하겠다”고 말했다.

조례가 통과될 경우, 배움터지킴이 운영의 투명성과 지속 가능성이 높아지고, 학교·교육청·지역사회 간 협력체계가 강화되며, 학생·학부모가 체감하는 안전 수준이 향상될 것으로 기대된다.

Amidst growing anxiety among parents due to a recent string of kidnappings and attempted kidnappings of students near elementary schools, Gyeongsangbuk-do Provincial Council Member Kim Kyung-sook (Democratic Party of Korea) has initiated the enactment of an ordinance to strengthen student safety.

Council Member Kim is the lead proponent of the 'Gyeongsangbuk-do Office of Education Learning Space Guardians Operation and Support Ordinance' and plans to present it at the 358th extraordinary session to be held on the 23rd. Councilmember Kim stated, "With the increasing threat of crimes against children, ensuring safety inside and outside of schools is a pressing issue. With the enactment of this ordinance, we will establish a strong foundation for students to live in peace and create a happy school environment."

If the ordinance is passed, it is expected that the transparency and sustainability of the operation of the Learning Center Guardians will increase, the cooperative system between schools, education offices, and local communities will be strengthened, and the level of safety perceived by students and parents will improve.
