더불어민주당 백승아 의원(교육위원회)이 공개한 자료에 따르면, 지난해 전국 초·중·고 기숙사 1,575동 중 70.3%만 설치가 완료됐고, 미설치 건물이 468동에 달했다. 특수학교는 364동 중 76.1%만 설치됐다.

대구시는 설치율이 93% 이상으로 전국에서도 우수한 편이다. 대부분 기숙사가 계획대로 스프링클러를 갖춰, 학생 안전 확보 측면에서 상대적으로 안정적인 상황이다.

반면 경북은 54.8%에 그쳐, 전체 기숙사 230개 중 126개만 설치됐고, 104동은 아직 미설치 상태다. 절반 가까이가 화재 위험에 그대로 노출돼 있으며, 전남·강원·충북과 함께 저조 지역으로 분류된다.

백승아 의원은 “지역 간 격차를 해소하고 목표치 달성을 위한 예산 우선 배정과 구체적 설치 일정 수립이 시급하다”며 “우수 지역의 성공 사례를 벤치마킹해 저조 지역에 적용하고, 최소 90% 이상 설치율을 확보하는 실효성 있는 대책이 필요하다”고 강조했다.

교육부는 ‘학교시설 환경개선 5개년 계획’을 통해 2024~2028년 총 2,740억원을 투입, 기숙사 스프링클러 설치를 단계적으로 완료하겠다고 밝혔지만, 지난해와 올해 설치 실적은 목표보다 각각 77동, 89동 부족했다.

이번 조사 결과는 지역 간 격차가 학생 안전에 직접적인 영향을 미치고 있음을 보여주며, 조속한 개선과 관리 감독 강화가 필요함을 시사한다.

The Ministry of Education announced its "Five-Year Plan for School Facility Environment Improvement" to gradually complete the installation of sprinklers in dormitories between 2024 and 2028. However, last year and this year, installations fell short of the target by 77 and 89 buildings, respectively.
