포항시와 포항시의회 대표단은 13일(현지시간) 영국 런던의 UCL을 방문해 도시 혁신, 교육, 연구 협력 방안을 논의했다. 대표단은 UCL 내 도시·건축·지속가능성 분야를 선도하는 ‘더 바틀렛(The Bartlett)’ 단과대학을 찾아 기후 변화 대응 및 미래도시 전략을 청취하고, 이를 포항의 도심 재생과 산업 전환 정책에 접목하는 방안을 협의했다.

이 자리에는 재키 글라스 더 바틀렛 학장, 마크 매슬린 교수, 프리티 퍼리크 교수, 케이코 츠네기와 교수 등이 참석해 포항시의 지속가능한 발전 방향을 주제로 의견을 교환했다. 양측은 ▲도시 순환 및 재생에너지 전환 로드맵 ▲대학·도시·기업 연합형 기후·에너지 혁신 허브 구축 ▲국제학교 및 지역 대학과 연계한 ‘기후 리터러시(Climate Literacy)’ 교육과정 운영 등 실질적 협력 과제에 대해 폭넓게 논의했다.

이강덕 포항시장은 포스텍(POSTECH)과 한동대학교가 UCL과 공동연구를 추진하도록 지원하고, 오는 2027년 완공 예정인 포항국제전시컨벤션센터(POEX) 개관 이후 국제 세미나 및 학술행사를 함께 개최하자고 제안했다. 또한, COP33 포항 유치를 위한 국제협력과 자문 지원을 요청하고, AI데이터센터 유치로 인한 전력 수요 증가에 대응하기 위해 청정에너지 전문 기업 및 연구기관과의 연계 방안도 모색했다.

이 시장은 “포항은 이차전지, 수소, 바이오, AI 등으로 산업 지형을 다변화하며 미래 성장 기반을 확장하고 있다”며 “세계적 연구대학인 UCL과의 협력이 포항의 도시문제 해결과 신산업 혁신을 가속화하는 새로운 동력이 될 것”이라고 말했다.

임주희 포항시의회 경제산업위원장은 “교육·연구·산업이 맞물리는 글로벌 협력 플랫폼을 지속적으로 확장해 시민이 체감할 수 있는 일자리와 교육 기회를 창출하겠다”고 밝혔다.

포항시는 이번 방문을 계기로 ▲공동 워크숍 및 학술심포지엄 정례화 ▲국제학술행사 포항 유치 ▲포항 청년 대상 UCL 단기 연수·인턴십 프로그램 신설 ▲도시 연구 포항-UCL 공동 스튜디오(수변도시 재생, 친환경 교통 전환) 운영 등 다각적 협력 프로젝트를 추진할 계획이다.

또한 시는 연구 중심 의과대학 설립을 추진 중인 만큼, 연구·교육이 결합된 UCL 의과대학과의 협력 방안도 논의했다. 향후 런던 소재 연구기관과의 네트워크를 확대해 포항의 연구·산업 생태계와 글로벌 교육 네트워크를 긴밀히 연결한다는 구상이다.

포항시는 이번 UCL 방문이 글로벌 협력의 폭을 넓히고, 미래산업에 필요한 인재·기술·프로젝트를 동시에 확보하는 계기가 될 것으로 기대하고 있다.

Pohang City is partnering with University College London (UCL), a world-renowned university in the UK, to transform itself from a steel-centric industrial city into a future innovative city focused on new industries.

A delegation from Pohang City and Pohang City Council visited UCL in London, UK, on ​​the 13th (local time) to discuss urban innovation, education, and research collaboration. The delegation visited The Bartlett, a leading UCL institution in the fields of urbanism, architecture, and sustainability, to learn about climate change response and future city strategies and discuss ways to integrate these strategies into Pohang's urban regeneration and industrial transition policies.

Attendees included Jackie Glass, Dean of The Bartlett, Professor Mark Maslin, Professor Preeti Perrique, and Professor Keiko Tsunegiwa, who exchanged views on the direction of Pohang's sustainable development. The two sides discussed a wide range of practical cooperation initiatives, including a roadmap for urban circulation and renewable energy transition, the establishment of a climate and energy innovation hub coordinating universities, cities, and businesses, and the operation of a "Climate Literacy" curriculum in partnership with international schools and local universities.

Pohang Mayor Lee Kang-deok proposed supporting POSTECH and Handong Global University in pursuing joint research with UCL and co-hosting international seminars and academic events following the opening of the Pohang International Exhibition and Convention Center (POEX), scheduled for completion in 2027. He also requested international cooperation and advisory support for Pohang's bid to host COP33 and explored collaborations with clean energy companies and research institutes to address the increased electricity demand resulting from the proposed AI data center.

The mayor stated, "Pohang is diversifying its industrial landscape into secondary batteries, hydrogen, bio, and AI, expanding its foundation for future growth. Collaboration with UCL, a world-renowned research university, will serve as a new driving force for solving Pohang's urban challenges and accelerating innovation in new industries."

Lim Ju-hee, Chairwoman of the Pohang City Council's Economic and Industrial Committee, stated, "We will continue to expand the global collaborative platform that connects education, research, and industry, creating tangible jobs and educational opportunities for citizens."

Pohang City plans to use this visit as an opportunity to pursue diverse collaborative projects, including: regularizing joint workshops and academic symposiums; attracting international academic events to Pohang; establishing a short-term UCL training and internship program for Pohang youth; and operating a joint Pohang-UCL Urban Research Studio (waterfront urban regeneration, eco-friendly transportation transition).

Furthermore, as the city is pursuing the establishment of a research-focused medical school, the city also discussed collaboration with the UCL Medical School, which combines research and education. The plan is to expand the network with research institutions in London, closely linking Pohang's research and industrial ecosystem with the global education network.

Pohang City expects this visit to UCL to broaden the scope of global collaboration and simultaneously secure the talent, technology, and projects necessary for future industries.
