15일 포항시에 따르면 이강덕 포항시장과 임주희 포항시의회 경제산업위원장을 비롯한 포항시 대표단은 지난 14일(현지시간) 영국 왕립학교 ‘크라이스트 칼리지 브레콘(Christ College Brecon, 이하 CCB)’을 방문해 마이클 데이비스 이사장, 가레스 피어슨 교장과 함께 포항국제학교 설립 협력 방안을 논의했다.

1541년 개교한 CCB는 484년의 전통을 지닌 영국의 대표적 명문 기숙형 사립학교로, 왕실의 공식 후원을 받으며 이공계 중심의 교육과 전인교육 철학으로 명성이 높다.

이날 회의에서 포항시는 포스텍과 지역 연구기관 등과 연계한 미래형 국제교육 허브 구축 구상을 설명하고, 국제학교 유치 추진 배경과 비전을 공유했다. CCB 측은 자교의 교육 철학과 운영 경험을 바탕으로 포항시와의 중장기 협력 가능성을 확인했으며, 대표단은 교실·기숙사·예술동 등 주요 시설을 둘러보며 포항 내 유치 시 반영할 세부 요소를 점검했다.

이강덕 시장은 CCB 측에 11월 중 포항 방문 및 업무협약(MOU) 체결을 제안했으며, CCB는 이를 긍정적으로 수락했다. CCB는 “본교의 전통과 교육 철학을 잇는 아시아 최고 수준의 명문 국제학교 설립이 목표”라며 포항 분교 개교 의지를 밝혔다.

포항시는 이미 펜타시티 내 6만6,000㎡ 규모의 국제학교 부지를 확보했으며, CCB 주요 인사들이 조만간 포항을 방문해 부지 실사 및 협약 체결을 진행할 예정이다.

2029년 개교를 목표로 하는 포항국제학교는 경북 최초의 외국교육기관이자 전국 단위 학생 모집이 가능한 기숙형 글로벌 캠퍼스로 조성된다. 설립 이후에는 지역 내 글로벌 교육 환경 조성은 물론, 외국 기업 유치·정주 여건 개선·지역 경쟁력 강화 등 다방면의 파급효과가 기대된다.

포항시는 첨단산업 및 R&D 전문인력 확보, 외국 기업 투자 유치 등과 연계해 도시의 글로벌 경쟁력 제고에 기여할 수 있도록 TF를 구성하고, 모든 행정 역량을 집중할 계획이다.

이강덕 포항시장은 “철강 중심의 산업도시에서 교육·연구·첨단산업이 공존하는 글로벌 도시로 도약 중인 포항에 국제학교가 들어서면 미래 경쟁력을 높이는 핵심 인프라가 될 것”이라며 “경제자유구역을 국가첨단전략산업의 글로벌 허브로 발전시키기 위해 세계적 수준의 국제학교 유치를 반드시 성사시키겠다”고 강조했다.

임주희 포항시의회 경제산업위원장도 “국제학교는 지역 인재 양성과 외국 기업의 투자 및 정주 여건 향상의 핵심 시설”이라며 “시의회도 행정부와 긴밀히 협력해 국제학교 유치 성사에 총력을 다하겠다”고 말했다.

한편, 포항융합기술지구(펜타시티)에 설립 예정인 국제학교는 ‘경제자유구역의 지정 및 운영에 관한 특별법’에 따라 외국교육기관으로 분류돼 일부 내국인 입학도 허용된다. 현재 국내에는 대구국제학교(대구), 채드윅송도국제학교·칼빈매니토바국제학교(인천 송도) 등 3개 외국교육기관이 운영 중이다.

Pohang City Partners with Prestigious UK School, Christ College Brecon, to Attract International Schools

Pohang City is accelerating efforts to attract world-class international schools to build a global education infrastructure.

A Pohang delegation, including Mayor Lee Kang-deok and Pohang City Council Economy and Industry Committee Chairperson Lim Ju-hee, visited Christ College Brecon (CCB) on the 14th (local time) and discussed cooperation in establishing a Pohang International School with Chairman Michael Davis and Principal Gareth Pearson.

Established in 1541, CCB is a leading private boarding school in the UK with a 484-year history. It enjoys official royal patronage and is renowned for its science-focused education and holistic education philosophy.

At the meeting, Pohang City outlined its plan to build a future-oriented international education hub in partnership with POSTECH and local research institutes, sharing the background and vision behind its efforts to attract international schools. CCB, drawing on its educational philosophy and operational experience, confirmed the potential for mid- to long-term cooperation with Pohang City. The delegation toured key facilities, including classrooms, dormitories, and the arts building, and reviewed detailed elements to consider when attracting the school to Pohang.

Mayor Lee Kang-deok proposed to CCB a visit to Pohang in November and a Memorandum of Understanding (MOU), which CCB positively accepted. CCB stated its intention to open a Pohang branch, stating, "Our goal is to establish a prestigious international school of Asia that inherits the tradition and educational philosophy of our main school."

Pohang City has already secured a 66,000-square-meter site for the international school within Penta City, and key CCB officials will soon visit Pohang to conduct a site inspection and sign the agreement.

Pohang International School, scheduled to open in 2029, will be the first international educational institution in Gyeongbuk Province and a boarding-type global campus capable of recruiting students nationwide. Upon its establishment, the city is expected to have a multifaceted impact, including fostering a global educational environment in the region, attracting foreign companies, improving settlement conditions, and strengthening regional competitiveness.

Pohang City plans to form a task force and focus all its administrative capabilities on enhancing the city's global competitiveness by securing cutting-edge industries and R&D professionals and attracting foreign investment.

Mayor Lee Kang-deok of Pohang stated, "Pohang is evolving from a steel-centered industrial city to a global city where education, research, and cutting-edge industries coexist. The establishment of an international school will serve as a key infrastructure to enhance our future competitiveness." He emphasized, "We will ensure the successful attraction of a world-class international school to develop the Free Economic Zone into a global hub for national high-tech strategic industries."

Lim Ju-hee, Chair of the Pohang City Council's Economy and Industry Committee, added, "International schools are key facilities for fostering local talent and improving investment and settlement conditions for foreign companies. The city council will also work closely with the administration to ensure the successful attraction of this international school."

Meanwhile, the international school planned for construction in the Pohang Convergence Technology District (Penta City) is classified as a foreign educational institution under the Special Act on the Designation and Operation of Free Economic Zones, allowing some domestic students to enroll. Currently, three foreign educational institutions are operating in Korea: Daegu International School (Daegu), Chadwick International School Songdo, and Calvin Manitoba International School (Songdo, Incheon).
