포항시는 18일(현지시간) 이 시장이 북극서클총회에 참석해 ‘글로벌 혁신산업 지대 및 협력(Global Innovative Industrial Zone and Cooperation)’을 주제로 한 세션을 개최했다고 밝혔다. 이번 세션은 탄소중립과 북극권 협력의 새로운 모델을 제시하며, 학술·정책 중심의 기존 논의에서 벗어나 산업·경제적 관점에서 북극 비즈니스와 투자 가능성, 신산업 협력 방안을 모색하는 자리로 마련됐다.

이 시장은 발표에서 “포항은 반세기 동안 대한민국 산업화를 이끌어온 상징적인 철강 도시이자, 회색도시에서 녹색도시로 전환한 지속가능한 도시”라며 “탄소를 줄이는 신산업 대전환을 통해 세계적 혁신산업 지대로 도약하고 있다”고 밝혔다.

또한 포항이 보유한 영일만항의 전략적 입지와 산업 인프라를 언급하며 “북극항로는 21세기의 실크로드이며, 포항은 아시아와 북극, 유럽을 잇는 관문 도시로 성장할 잠재력을 지녔다”고 강조했다.

이 시장은 이 자리에서 포항의 핵심 비전인 ‘GOLDEN 이니셔티브’ 전략을 공개했다. 그는 “도시의 녹색화(Greenin), 산업의 저탄소화(Low-carbon Transition), 교통·물류 탈탄소화(Decarbonization), 북극협력 네트워크(Network and Pohang)를 축으로 2050년 탄소중립 도시를 실현하겠다”고 밝혔다.

이 시장은 “지방정부는 시민이 체감할 수 있는 일관된 기후정책을 추진할 수 있는 핵심 주체”라며 “정책의 연속성과 실행력을 갖춘 지방정부의 역할이 그 어느 때보다 중요하다”고 강조했다.

이번 총회 기간 중 이 시장은 올라뷔르 라그나르 그림손(Ólafur Ragnar Grímsson) 북극서클총회 의장과 만나 포항의 북극 협력 전략과 국제 네트워크 확대 방안을 논의했다.

이 자리에서 이 시장은 “포항은 북극 시대 아시아의 관문 도시로서 북극권 협력 네트워크에 적극 참여하고자 한다”며, 포항에서 열리는 세계녹색성장포럼에 그림손 의장을 기조강연자로 초청하고, 북극서클 지역포럼의 포항 개최를 제안했다.

한편, 포항시 대표단은 아이슬란드 수도 레이캬비크시청을 방문해 헤미다 뵤르그 힐미스도티르 시장과 면담하고, 아시아 도시 최초로 포항과의 국제 교류를 제안했다. 양측은 지방정부 주도의 북극권 협력 필요성에 공감하며 향후 교류 확대에 뜻을 모았다.

또한 포항시는 북극권 외 지역 도시들과의 연합 협의체 구상을 제안하고, 세계녹색성장포럼과 포항불빛축제 등 주요 행사에 레이캬비크 시장을 초청해 실질적 교류를 추진하기로 했다. 힐미스도티르 시장은 “적극 검토하겠다”고 답했다.

Meanwhile, a Pohang delegation visited Reykjavík City Hall and met with Mayor Hemida Bjorg Hilmisdóttir. They proposed Pohang, the first Asian city to engage in international exchange.
