이번 시범사업은 정부 국정과제 85번 ‘일차보건의료 기반의 건강돌봄으로 국민건강증진’과 연계해, 진료 기능이 약한 보건지소를 기능 강화형 진료소로 전환하고 지역 주민의 건강을 체계적으로 관리하기 위해 마련됐다.

경북도는 시범사업을 통해 진료전담 인력 양성과 원격협진 사업 확대를 추진한다. 이를 통해 기존 진료소에서 처방하던 약 90여 종의 의약품 외에도 만성질환자·거동불편자 등 취약계층을 위한 추가 의약품을 구비해 진료 기능을 대폭 보완할 계획이다.

또한 전담공무원 직무교육비 및 시범사업 운영비를 지원해 보건지소와 진료소의 기능을 통합하고, 일차 보건의료기관으로서의 역할을 강화한다. 더불어 지역별 여건에 맞는 건강증진사업과 통합돌봄 서비스를 확대해 시군 실정에 맞춘 맞춤형 보건서비스 체계를 구축할 예정이다.

경북도는 지난 16일 보건복지부에 관련 법령 개정과 제도 개선 의견을 제출하고, 시범사업의 취지와 필요성을 설명했다.

이철우 경상북도지사는 “이번 사업은 보건소와 보건의료원 등 지역 보건의료기관의 체계를 새롭게 정립하고, 농어촌 지역의 의료 격차를 해소하는 데 중요한 발걸음이 될 것”이라며 “시범사업을 통해 도출된 경험과 노하우를 바탕으로 지역 보건의료 강화에 최선을 다하겠다”고 밝혔다.
