이번 순방은 지난 13일부터 18일(현지시간)까지 영국 런던과 브레콘, 아이슬란드 레이캬비크 등지에서 진행됐으며, 포항의 미래 경쟁력 강화와 글로벌 도시 도약을 위한 핵심 인프라 구축에 초점을 맞췄다.

이 시장은 영국 런던에서 UCL 더 바틀렛 단과대학의 재키 글라스 학장, 마크 매슬린 교수 등과 만나 ▲POEX(포항국제전시컨벤션센터) 기반 국제세미나 공동 개최 ▲포스텍·한동대와의 지속가능 도시 공동연구 ▲COP33(유엔기후변화협약 당사국총회) 포항 유치를 위한 협력 방안 등을 논의했다.

그는 “포항이 탄소중립 산업도시로 전환하는 과정에서 UCL과의 파트너십은 매우 상징적인 의미를 갖는다”고 강조했다.

또한 영국 왕실이 후원하는 명문학교인 크라이스트 칼리지 브레콘(CCB)을 방문해, 경북 최초의 ‘포항국제학교 설립’을 위한 협력 관계를 구축했다. 이 시장은 마이클 데이비스 이사장에게 공식 초청 서한을 전달했으며, 오는 11월 중 학교 관계자를 포항으로 초청해 펜타시티 내 부지를 시찰하고 2029년 개교를 목표로 협약 체결을 추진할 계획이다.

또한 올라뷔르 라그나르 그림손 북극서클총회 의장을 비롯해 아이슬란드 외교부·기후부 장관, 북극경제이사회(AEC) 의장 등과 연쇄 회담을 갖고 ▲북극항로 연안 도시협의체 구성 ▲영일만항-아이슬란드 항만 교류 ▲전기어선 공동개발 등 북극항로 거점도시 도약 방안을 논의했다.

특히 그림손 의장과의 면담에서 세계녹색성장포럼의 포항 개최 및 북극서클 지역 포럼 유치를 제안했으며, 그림손 의장은 “포항의 탄소중립과 산업전환 정책에 깊은 관심을 갖고 있다”며 “북극 비즈니스포럼 개최 제안서를 제출하면 적극 검토하겠다”고 화답했다.

이강덕 시장은 “이번 방문은 포항의 도시 혁신 역량을 세계적 수준으로 끌어올리는 계기가 됐다”며 “지속가능한 도시 혁신, 국제교육, 북방경제 협력을 통해 포항의 국제 위상과 경쟁력을 한 단계 높이겠다”고 밝혔다.

한편 포항시는 ▲오픈AI 데이터센터 유치 ▲2027년 ICLEI 세계총회 개최지 확정 ▲영일만항 기반 북극항로 진출 전략 등 글로벌 도시로의 도약을 위한 기반 구축에 속도를 내고 있다.

Mayor Lee then attended the Arctic Circle Assembly in Reykjavik, Iceland, where he chaired a business session on "Global Innovation Industrial Zones and Cooperation." He introduced Pohang's carbon neutrality strategy and new industry development policies, emphasizing the role of local governments and the importance of international cooperation in responding to the climate crisis.

He also held a series of meetings with Ólavr Ragnar Grímsson, Chairman of the Arctic Circle Assembly, Iceland's Ministers of Foreign Affairs and Climate Change, and the Chair of the Arctic Economic Council (AEC). During his meeting with Chairman Grímsson, he proposed hosting the World Green Growth Forum and the Arctic Circle Regional Forum in Pohang. We will further elevate Pohang's international standing and competitiveness through sustainable urban innovation, international education, and Northern economic cooperation."

Meanwhile, Pohang is accelerating efforts to build the foundation for its leap forward as a global city, including attracting the OpenAI Data Center, confirming its position as the host for the 2027 ICLEI World Congress, and developing a strategy to access the Northern Sea Route through Yeongil Bay Port.
