【브레이크뉴스 경북】이성현 기자=경상북도의회는  22일 영덕에서 도의회사무처와 도내 시·군의회 공무원 50여 명이 참석한 가운데 ‘2025년 하반기 지방의회 입법지원 공무원 워크숍’을 개최했다고 밝혔다.

이번 워크숍은 지방의회의 핵심 기능인 자치법규 입법 역량을 높이기 위한 자리로, 지난 5월 상반기 워크숍에 이어 두 번째로 열렸다. 도내 각 시군의회에서도 적극적으로 참여해 자치입법 관련 실질적인 정보 교류와 업무 연찬의 장이 마련됐다.

이날 특강에서는 ‘자치법규 입안 및 검토 사례연구’를 주제로 자치법규를 형식적·내용적 측면에서 접근하는 실무 중심 강의가 진행됐다. 참석자들은 주민복리 증진형 조례, 지역 특색을 반영한 조례, 사회적 이슈 대응 조례 등 다양한 사례를 살펴보며 입법 아이디어를 공유했다.

경상북도의회 김종수 사무처장은 “자치법규는 건축에서 설계도와 같은 역할을 한다”며 “좋은 정책이 실현되기 위해서는 완성도 높은 자치법규가 뒷받침돼야 한다”고 강조했다. 이어 “도민의 삶의 질 향상을 위해 의회 직원들의 입법 역량과 전문성을 지속적으로 높일 수 있도록 적극 지원하겠다”고 말했다.

 Gyeongsangbuk-do Provincial Council Holds Workshop to Strengthen Local Legislative Capacity

The Gyeongsangbuk-do Provincial Council announced on the 22nd that it held the "2025 Second Half Local Council Legislative Support Official Workshop" in Yeongdeok. Approximately 50 officials from the Provincial Council Secretariat and city and county councils across the province attended.

The special lecture, titled "Case Studies on the Drafting and Review of Local Laws," provided a practical approach to local law from both a formal and substantive perspective. Participants shared legislative ideas by examining a variety of case studies, including ordinances designed to promote resident welfare, ordinances reflecting regional characteristics, and ordinances addressing social issues.

Kim Jong-su, Secretary-General of the Gyeongsangbuk-do Provincial Council, emphasized, "Autonomous laws serve as blueprints in architecture. For good policies to be implemented, they must be supported by high-quality autonomous laws." He added, "We will actively support council staff in continuously enhancing their legislative capacity and expertise to improve the quality of life for residents."
