시는 21일 영일대해수욕장 공영주차장 부지(6,869㎡)를 활용한 도시개발사업의 우선협상대상자로 ‘포항오션포스트 컨소시엄’을 선정하고, 포항시 승격 이후 첫 특급호텔 건립사업을 본격 추진한다고 밝혔다.

이번 사업은 지상 26층, 객실 221개 규모의 특급호텔로 연회장, 회의실, 인피니티 풀, 스카이라운지 등 고급 편의시설을 갖춘다. 특히 프랑스 아코르(Accor) 그룹의 ‘노보텔(Novotel)’ 브랜드가 입점해 글로벌 수준의 숙박서비스를 제공할 예정이다.

호텔은 영일대해수욕장과 ‘퐝퐝브리지’로 연결돼, 바다 위를 걷는 듯한 관광 동선을 구현한다. 인근에는 49층 규모의 랜드마크 주상복합단지와 317면 규모의 공영주차장이 함께 조성돼, 영일대 일대가 포항의 새로운 해양관광 허브로 재편될 전망이다.

이번 프로젝트는 내년 개관 예정인 포항국제전시컨벤션센터(POEX)와 연계해 국제회의, 전시, 관광, 레저를 아우르는 MICE 산업의 거점을 형성하게 된다.

포항시는 연내 사업 협약을 체결하고, 2026년 특수목적법인(PFV)을 설립해 2027년 착공을 목표로 행정 지원을 이어갈 계획이다.

사업 추진 시 건설단계 951명, 운영단계 198명 등 총 1,100명 규모의 고용 창출이 기대되며, 지역 식음료·쇼핑·교통 등 연관 산업에도 상당한 파급 효과가 예상된다.

협약에는 지역 인력 우선 채용, 지역기업 참여 확대, 환경·교통 영향 최소화 등 시민 체감형 상생 방안도 포함될 예정이다.

포항시는 이번 특급호텔 프로젝트를 중심으로 POEX–영일대–송도권 관광벨트를 완성해 해양관광 인프라를 단계적으로 확충할 방침이다.

이를 위해 ▲해상케이블카 재추진 ▲도심항공교통(UAM) 도입 ▲환호·송도지구 특급호텔 개발 등과 연계한 총 1조 3,500억 원 규모의 국비·민자사업을 순차적으로 추진한다.

포항시 관계자는 “이번 특급호텔 건립은 글로벌 브랜드 유치를 통해 포항이 ‘찾는 도시’에서 ‘머무는 도시’로 도약하는 상징적 사업”이라며 “해양관광과 레저, MICE 산업이 어우러진 복합 해양도시로 발전시켜 나가겠다”고 말했다.

The project is expected to create a total of 1,100 jobs, including 951 during the construction phase and 198 during the operation phase. It is also expected to have a significant ripple effect on related industries such as local food and beverage, shopping, and transportation.

The agreement will also include measures to foster civic engagement, such as prioritizing the hiring of local talent, expanding the participation of local businesses, and minimizing environmental and transportation impacts.

Pohang City plans to gradually expand its marine tourism infrastructure by completing the POEX-Yeongil-Dae-Songdo Tourism Belt, centered around this luxury hotel project.

To achieve this, the city will sequentially pursue a total of KRW 1.35 trillion in national and private funding projects, including: ▲ resuming the marine cable car project; ▲ introducing urban air mobility (UAM); and ▲ developing luxury hotels in the Hwanho and Songdo districts.

A Pohang City official stated, "The construction of this luxury hotel is a symbolic project that will transform Pohang from a 'city to visit' to a 'city to stay' by attracting global brands. We will develop Pohang into a multi-faceted marine city that combines marine tourism, leisure, and the MICE industry."
