국내 철강산업은 최근 내수 부진과 함께 중국·일본산 저가 철강재 유입, 미국의 50% 철강 관세 부과 등으로 수출길이 막히는 가운데, 제4기 탄소배출권 할당량 축소까지 겹치며 심각한 위기에 직면해 있다. 특히 내년부터 시행되는 제4차 배출권거래제는 사전 할당량이 대폭 축소되고, 발전 부문의 유상할당 비율이 2025년 10%에서 2030년 50%로 확대될 예정이어서 기업 부담이 급증할 것으로 예상된다.
철강업계에 따르면 배출권 구매비용과 전력요금 인상분을 합산할 경우 연간 추가 부담이 5천억~6천억 원에 이를 것으로 추정된다. 이미 국내 철강 생산량은 2024년 기준 최근 10년 중 최저 수준을 기록했으며, 포스코 1제강공장과 현대제철 포항2공장 등 일부 공장이 폐쇄되는 등 산업 전반에 위기감이 고조되고 있다.
이 같은 상황 속에서 국회는 지난 8월 4일 여야 의원 106명이 공동 발의한 '철강산업 경쟁력 강화 및 녹색철강기술 전환을 위한 특별법(K-steel법)'을 2025년 정기국회 내 통과를 목표로 논의 중이다. 또한 정부는 지난 8월 말 포항시를 ‘산업위기 선제대응지역’으로 지정했으며, 광양시와 당진시도 같은 지정 신청을 추진 중이다.
전문가들은 정부의 국가온실가스감축목표(NDC)와 배출권거래제의 기본 방향에는 공감하면서도, 산업 현장의 현실을 반영한 정책 속도 조절과 균형 있는 대응이 필요하다고 지적한다.

Furthermore, the government designated Pohang City as an "Industrial Crisis Preemptive Response Zone" in late August, and Gwangyang and Dangjin are also pursuing similar designations.
While experts agree with the government's Nationally Determined Contributions (NDCs) and the basic direction of the emissions trading system, they point out the need for a balanced response and policy adjustment that reflects the realities of the industrial landscape.
Na Ju-young, Chairman of the Pohang Chamber of Commerce and Industry, emphasized, "The steel industry is not simply a manufacturing industry; it is a core foundation of the nation's key industries and a mainstay of the regional economy." He added, "The government must maintain consistency in environmental policies while simultaneously implementing realistic supplementary measures to maintain industrial competitiveness."
