농어촌 기본소득 시범사업은 인구감소와 고령화 등으로 활력을 잃어가는 농어촌의 소멸 위기에 대응하기 위해 정부가 국정과제로 추진 중인 사업이다. 선정 지역 주민에게 월 15만 원 상당의 지역사랑상품권을 지급해 농어촌 지역 유지에 기여한 주민들의 공익적 역할을 보상하고, 지역경제 활성화의 마중물이 되도록 하는 것이 핵심이다.

봉화군은 공모 과정에서 전 군민에게 월 17만 원(기본 15만 원 + 군비 추가 2만 원)을 지급하는 ‘봉화형 기본소득 모델’을 제시하고, 통합재정안정화기금과 순세계잉여금을 활용한 안정적 재원 확보 방안, 읍·면 단위 가맹점 확대를 통한 지역화폐 순환경제 구축 계획 등을 마련해 행정·의회·민간이 한마음으로 시범사업 유치에 총력을 기울였으나 최종 선정에서 제외됐다.

이에 5개 군은 공동성명문을 통해 “1차 심사를 통과하며 정책 추진 의지와 실행계획의 우수성을 인정받았음에도 최종 선정에서 제외된 것은 지역 주민들에게 큰 아쉬움을 안겨줬다”며 “전국 12개 지역 모두에서 시범사업을 시행해야 정책적 효과를 객관적으로 비교·분석하고 전국 확산의 근거를 마련할 수 있다”고 주장했다.

또한 “농어촌 소멸은 특정 지역의 문제가 아닌 대한민국 전체의 위기”라며 “5개 군을 제외한 채 사업이 추진되는 것은 국가균형발전의 취지에 어긋나는 조치”라고 지적했다.

박현국 봉화군수는 “봉화군은 시범사업 추진을 위한 최적의 여건과 준비를 갖추고 있다”며 “인구감소와 소비 위축으로 인한 지방소멸의 악순환을 끊고, 지역경제의 선순환 구조를 회복하기 위해 시범사업 추가 선정을 강력히 촉구한다”고 밝혔다.

The government, legislature, and private sectors worked together to secure stable financial resources through the Integrated Fiscal Stabilization Fund and net world surplus, and developed a plan to build a local currency circular economy by expanding merchants at the town and township level. Despite this, the county was ultimately excluded from the selection process.

In response, the five counties issued a joint statement, stating, "Despite passing the initial screening and being recognized for their commitment to policy implementation and the excellence of their implementation plans, their exclusion from the final selection is deeply disappointing to local residents. Only by implementing pilot projects in all 12 regions nationwide can we objectively compare and analyze policy effects and establish a basis for nationwide expansion."

They also pointed out that, "The disappearance of rural and fishing villages is not a problem for a specific region, but a crisis for the entire Republic of Korea," and that "promoting the project without the five counties runs counter to the principles of balanced national development."

Bonghwa County Mayor Park Hyeon-guk stated, "Bonghwa County possesses the optimal conditions and preparations for pilot projects. We strongly urge the selection of additional pilot projects to break the vicious cycle of local extinction caused by population decline and shrinking consumption and to restore a virtuous cycle in the local economy."
