세 도시는 3일 ‘철강산업도시 단체장 긴급 영상회의’를 열고, 미국의 고율 철강관세 부과로 인한 산업 피해 현황과 대책 마련 방안을 논의했다. 이날 회의에는 이강덕 포항시장, 김정완 광양부시장, 황침현 당진부시장이 참석했다.

참석자들은 “철강산업은 국가 기간산업이자 제조강국의 근간으로, 포항·광양·당진은 국내 조강 생산의 93%를 차지하는 핵심 산업 거점도시”라며 “미국의 고율 관세 부과는 지역 경제는 물론 자동차, 조선 등 연관 산업 전반에 심각한 충격을 줄 수 있다”고 한목소리를 냈다.

현재 한국과 미국 간 관세협상이 타결됐지만, 한국산 철강에는 여전히 50%의 고율관세가 유지되고 있는 상황이다. 세 도시는 이를 “지역경제의 존립 자체를 위협하는 심각한 사안”으로 규정하고, 다음과 같은 6대 공동 건의사항을 정부와 국회에 제출하기로 했다.

세 도시는 또한 “정부 차원의 총력적이고 실효성 있는 대응책이 시급하다”며 “지자체·정부·국회·산업계가 모두 참여하는 범국가적 논의의 장이 필요하다”고 강조했다.

아울러 “정부의 막대한 보조금을 받는 중국 철강업계에 맞서려면, K-Steel법에 고율 관세를 상쇄할 수준의 실질적 지원책이 반드시 포함돼야 한다”며, “산업통상자원부의 대미 관세협상 TF에 지자체와 기업의 참여 확대를 통해 공동 대응에 나서야 한다”고 덧붙였다.

한편 세 도시는 지난 2월 미국이 철강에 25% 관세를 부과했을 당시에도 긴급 영상회의를 열고 공동건의문을 발표한 바 있다. 이번에 관세율이 50%로 상향되고 협상 대상에서 철강이 제외되면서 국내 철강산업의 위기감은 최고조에 달한 상황이다.

포항·광양·당진시는 앞으로 정부, 국회, 산업계와의 협력 네트워크를 강화해 철강산업 경쟁력 제고와 지역경제 보호를 위한 공동 대응 활동을 지속할 계획이다.

Meanwhile, the three cities held an emergency video conference and issued a joint statement when the US imposed a 25% tariff on steel in February. With the tariff rate now raised to 50% and steel excluded from negotiations, the sense of crisis in the domestic steel industry has reached a peak.
