【브레이크뉴스 대구】이성현 기자=대구광역시는 11월 6일  동인청사 2층 상황실에서 ‘대구광역시 통합지원협의체’ 발대식을 열고 의료·요양·돌봄 등 각 분야 전문가 20명을 위원으로 위촉했다고 밝혔다.

통합지원협의체는 2026년 3월 시행 예정인 '돌봄통합지원법'에 대비해 구성된 민·관 협력 거버넌스로, 대구형 통합돌봄 정책의 공식 자문기구 역할을 맡게 된다. 이 정책은 돌봄이 필요한 시민에게 보건의료, 건강관리, 장기요양, 일상 돌봄, 주거 등 서비스를 지자체가 직접 제공하거나 연계해 지원함으로써 시민들이 ‘살던 곳에서 건강한 노후’를 보낼 수 있도록 돕는 것을 목표로 한다.

대구시는 고령화 가속화, 1인 가구 증가, 장애인 돌봄 수요 확대 등 변화하는 사회환경 속에서 지역사회 중심의 돌봄체계를 구축하기 위해 의료·복지·시민단체 등 다양한 분야의 전문가들을 한자리에 모았다.

협의체에는 국민건강보험공단, 의사회, 한의사회, 간호사회, 약사회 등 의료단체뿐 아니라 사회복지협의회, 지역자활센터협회, 시니어클럽협회, 재가노인복지협회, 장애인복지관협회 등 복지단체, 사회적경제지원센터, 우리복지시민연합 등 총 15개 기관이 참여한다.

향후 협의체는 ▲통합돌봄 지역계획 및 실행계획 자문 ▲서비스 연계 및 조정 ▲성과 점검 및 제도 개선 ▲민·관 협력 활성화 등의 역할을 수행하게 된다.

발대식에서는 대구형 통합돌봄 브랜드 ‘단디돌봄’의 추진 방향과 기관별 역할도 공유됐다. ‘단디돌봄’은 경상도 사투리 ‘단디(꼼꼼히, 확실히)’에서 착안한 이름으로, ‘단 한 번 신청으로 살던 곳에서 돌봄 받는 Daegu’라는 의미를 담고 있다.

한편, 대구시는 지난해 9월 ‘대구광역시 통합돌봄 추진단(TF)’을 꾸린 후 통합돌봄 연구용역, 선진지 견학, 정책 포럼, 공무원 역량강화 교육 등을 진행해 왔으며, ‘단디돌봄’ 추진계획을 통해 총 91개의 돌봄 서비스를 준비 중이다.

김태운 대구시 보건복지국장은 “통합지원협의체를 중심으로 민관이 긴밀히 협력해 시민이 체감하는 대구형 통합돌봄을 실현하겠다”고 말했다.

The council includes medical organizations such as the National Health Insurance Service, the Korean Medical Association, the Korean Oriental Medicine Association, the Korean Nurses Association, and the Korean Pharmaceutical Association. It also includes welfare organizations such as the Social Welfare Council, the Association of Regional Self-Reliance Centers, the Senior Club Association, the Association of Home Care for the Elderly, and the Association of Welfare Centers for the Disabled.
