12일 봉화군에 따르면 한국중부발전은 지난 10월 19일 예타 시행을 위한 자료 제출을 완료했으며, 최근 열린 ‘2025년 제3차 공공기관 사업 예비타당성조사 자문회의’에서 봉화 양수발전소 사업이 대상 사업으로 확정됐다고 밝혔다.

봉화군은 인구 감소와 고령화로 지역경제 침체가 심화되는 상황에서 양수발전소 유치를 위해 군민 전체가 뜻을 모아왔다. 군은 이번 예타 선정이 지역경제 회복의 전환점이 될 것으로 기대하고 있다.

사업이 본격화되면 건설 및 가동 기간 동안 지방세와 발전소 주변지역 지원금 등 직접 지원금만 1,200억 원 규모에 달한다. 또 고용효과는 약 6,700명, 직·간접 생산유발효과는 1조3천억 원으로 추산돼 지역경제 전반에 상당한 파급효과가 예상된다.

봉화군은 발전소 완공 이후 홍보관과 체험시설을 비롯해 관광 인프라를 구축하고, 인근의 분천산타마을·국립백두대간수목원·K-베트남 밸리·청량산도립공원 등과 연계한 체류형 관광벨트를 조성한다는 계획이다.

이번에 추진되는 양수발전소는 500MW(250MW급 2기) 규모로, 한 시간 동안 약 3만 가구가 사용할 수 있는 전력을 생산할 수 있다. 총사업비는 약 1조7천억 원으로, 2029년 12월 착공해 2036년 12월 준공을 목표로 하고 있다.

발전소는 소천면 두음리에 하부댐이, 남회룡리 장군봉 일원에 상부댐이 들어설 예정이다.

Once the project is fully operational, direct subsidies, including local taxes and subsidies for surrounding areas, will amount to 120 billion won during the construction and operation periods. Furthermore, the project is expected to create approximately 6,700 jobs and generate 1.3 trillion won in direct and indirect production inducements, resulting in a significant ripple effect across the local economy.

After the power plant is completed, Bonghwa County plans to build tourism infrastructure, including a promotional center and experience facilities, and create a residential tourism belt linked to nearby Buncheon Santa Village, the Baekdudaegan National Arboretum, K-Vietnam Valley, and Cheongnyangsan Provincial Park.

The pumped-storage power plant being developed will have a capacity of 500MW (two 250MW units), capable of generating enough electricity for approximately 30,000 households per hour. The total project cost is approximately 1.7 trillion won, with construction scheduled to begin in December 2029 and completion targeted for December 2036.

The power plant is planned to have a lower dam in Duum-ri, Socheon-myeon, and an upper dam in Janggunbong, Namhoe-ryong-ri.
