공개 대상은 체납 발생 후 1년이 지나고 체납액이 1천만 원 이상인 자로, 올해 3월 지방세심의위원회에서 1차 선정된 뒤 6개월 이상 소명 기간을 부여했으며, 10월 2차 심의를 거쳐 최종 확정됐다.

이번에 공개된 지방세 체납자는 총 235명(개인 165명·법인 70개 업체)으로, 체납액은 92억 원에 달한다. 개인 체납액은 56억 원, 법인 체납액은 36억 원이며 1인당 평균 체납액은 약 3천9백만 원이다. 전년 대비 공개 인원은 28명, 체납액은 21억 원 줄었다.

지방행정제재부과금 체납자는 개인 15명, 법인 2개 업체 등 총 17명이며 체납액은 14억 원으로 집계됐다. 1인당 평균 체납액은 약 8천2백만 원으로, 지난해보다 체납자 수는 9명, 체납액은 8억 원 감소했다.

체납액이 가장 많은 개인 지방세 체납자는 김도원 씨로 2억 6천3백만 원을 미납했으며, 법인 체납액 최고는 ㈜모심으로 4억 6천9백만 원에 달한다. 지방행정제재부과금에서는 개인 지호 씨가 1억 2천8백만 원, 법인 ㈜스타하우스가 8억 4천8백만 원으로 최고액 체납자로 공개됐다.

지방세 체납 세목 중 지방소득세는 경기 침체 등의 영향으로 전체의 69%인 64억 원을 차지했다. 지방행정제재부과금은 변상금 체납이 63%(8억6천만 원)로 가장 많았다.

명단공개 제도는 2006년부터 시행 중이며 고액·상습 체납자의 인적정보를 공개해 납부를 유도하고 건전한 납세 문화를 확립하기 위한 취지로 운영되고 있다.

오준혁 대구시 기획조정실장은 “납부 능력이 있음에도 고의적으로 재산을 은닉하며 명단공개 후에도 납부하지 않는 체납자에 대해서는 추적 조사와 행정제재를 강화해 법과 원칙에 따라 엄정 조치하겠다”고 밝혔다.

The public list system, implemented since 2006, aims to encourage payment by disclosing the personal information of high-value and habitual tax delinquents and establish a sound tax payment culture.
