윤 군수는 1일 열린 제285회 청송군의회 정례회에서 시정연설을 통해 “올해 3월 초대형 산불이 남긴 피해는 단순한 자연재해를 넘어 지역의 삶 전체를 흔들었다”며 “2026년을 회복의 원년으로 만들겠다”고 밝혔다.

윤 군수는 산불 피해 회복을 최우선 과제로 제시했다. 청송읍 부곡리 일원에 455억 원 규모로 추진되는 ‘산불피해지역 특별재생사업’을 통해 기반시설 재정비, 생활편의시설 확충 등 재건을 시작하겠다는 구상이다. 그는 “피해 주민이 일상으로 돌아갈 때까지 행정의 역할을 멈추지 않겠다”고 말했다.

침체된 지역경제 회복을 위한 사업도 제시됐다. 달기약수터 상권 재편, 시량초 폐교를 활용한 힐링치유센터 조성, 아웃도어 골프연습장 조성 등 관광·체험형 인프라 확충 계획이 포함됐다.

농업 분야에서는 기후위기 대응형 재배기술 확대와 유통 구조 효율화가 핵심으로 제시됐다. 스마트하우스·초밀식 다축재배 기술 보급, 온라인 경매 시스템 확대, 포장재·택배비 지원 등을 추진해 농가 소득을 높이겠다는 것이다. 청년농업인 정착 지원과 외국인 계절근로자 확대 등 농촌 인력난 완화 대책도 병행된다.

복지 정책은 ‘초고령사회 대응’에 초점이 맞춰졌다. 경로당 환경개선,노인일자리 확대, 방문건강관리 등 맞춤형 복지정책을 강화하고, ‘8282 민원처리기동반’을 통해 위기가구를 조기 발견하는 복지 안전망 구축도 추진한다.

지역경제 활성화를 위해 청송사랑화폐 운용을 계속 확대하고, 월막리·진안리 공공임대주택 공급을 통해 청년·근로자 정주 요건 개선에도 나선다. 윤 군수는 AI역노화연구센터 설립과 지역 농산물 기반 바이오·헬스 산업 육성을 언급하며 “청송을 청년이 돌아오는 미래산업도시로 만들겠다”고 강조했다.

문화·관광 부문에서는 청송사과축제를 글로벌 축제로 육성하고, 구 주왕산초등학교 부지에 사과테마 체류형 숙박단지를 조성하는 등 체류형 관광 기반을 넓힐 계획이다. 또한 ‘백자의 숲’과 세계지질공원 자원을 연계한 신규 콘텐츠 개발도 추진된다.

정주 환경 개선을 위한 대규모 공공사업도 이어진다. 덕리 농촌공간정비사업(180억 원), 농촌협약(340억 원), 풍수해생활권 정비사업(460억 원) 등 사업이 추진되며, 전선 지중화 및 취약지 생활여건 개선도 지속된다.

2026년도 청송군 예산안은 5,450억 원으로 올해보다 464억 원(9.3%) 늘었다. 윤 군수는 “예산은 행정의 목표를 담은 약속이자 실행계획”이라며 “군민 행복과 지역의 미래를 위해 재정을 전략적으로 운용하겠다”고 말했다.

These initiatives aim to increase farm income by promoting smart houses and ultra-dense multi-farm cultivation technologies, expanding online auction systems, and subsidizing packaging and delivery costs. Measures to alleviate the rural labor shortage, including support for young farmers and increasing the number of foreign seasonal workers, are also being implemented.

Welfare policies focus on addressing a "super-aging society." Customized welfare policies will be strengthened, including improving the environment of senior centers, expanding senior jobs, and providing visiting health care. Furthermore, the "8282 Civil Complaint Handling Mobile Team" will be used to establish a welfare safety net for early identification of at-risk households.

To revitalize the local economy, the Cheongsong Love Currency program will continue to be expanded, and efforts will be made to improve housing conditions for young people and workers by providing public rental housing in Wolmak-ri and Jinan-ri. Large-scale public projects to improve the residential environment will also continue. Cheongsong County's 2026 budget is KRW 545 billion, an increase of KRW 46.4 billion (9.3%) from this year. Governor Yoon said, “The budget is a promise and an implementation plan that contains the goals of the administration,” and added, “We will strategically manage finances for the happiness of the people and the future of the region.”
