이번 정례회에서 의회는 ▲2026년도 예산안 및 기금운용계획안 ▲2025년도 제3회 추가경정예산안 및 기금운영계획변경안 ▲포항시의회 의원 교육연수 조례 제정안 등 총 17건의 안건을 처리할 예정이다.

개회식에서 김일만 의장은 “예산은 단순한 숫자가 아니라 시민의 삶과 도시의 방향을 결정하는 기준”이라며 “철강산업 침체로 지역경제가 위축된 상황에서 꼭 필요한 사업에는 재원을 집중하고 불필요한 예산은 조정해야 한다”고 말했다. 이어 “합리적이고 효율적인 예산 심사를 통해 포항에 다시 활력을 만들어야 한다”고 덧붙였다.

김상민 의원은 국제학교 추진 과정에서 제기된 브로커 개입 의혹, 부족한 행정 준비 등을 언급하며 “과도한 홍보 중심의 방식에서 벗어나 투명한 절차와 공공성 확보가 필요하다”고 비판했다.

김종익 의원은 “철강산업 침체로 세입은 줄고 국·도비 보조사업은 늘어나 지방채 발행이 확대되고 있다”고 말하며 공모사업 사전 검토 강화와 재정 운영 전략 수립을 촉구했다.

의회는 ▲회기 결정안 ▲회의록 서명의원 선출안을 의결한 뒤 집행부로부터 시정연설과 예산안 제안 설명을 청취하고 일정을 마무리했다.

이번 정례회는 ▲11일까지 상임위 심사와 예산안 예비심사를 진행하고 ▲12~18일 예산결산특별위원회 심사 ▲19일 본회의 예산 확정 ▲20~22일 후속 안건 심사에 이어 ▲23일 최종 본회의에서 안건을 처리하고 폐회한다.
