그럼에도 불구하고 영덕군은 △재정 안정화 기금 활용 △강도 높은 세출 구조조정 △국가 공모사업 및 투자예산 확보 전략 등을 통해 예산 안정화에 나섰다. 특히 김 군수 취임 당시 5,100억 원대에 머물던 예산을 공모사업 성과와 국책투자 확대를 통해 올해 6,171억 원까지 끌어올린 점이 주목된다.

3대 미래 프로젝트 본격화

김 군수는 이번 예산안을 통해 산불 피해로 약화된 지역 기반을 회복하고, 영덕의 미래 성장 엔진을 구축하기 위한 ‘미래 도약 3대 프로젝트’를 제시했다.

① 그린에너지 프로젝트

신재생에너지 산업 구조를 주민 중심 체제로 전환한다. 풍력·태양광 발전 수익을 군민과 공유하는 ‘바람연금·햇빛연금’ 모델을 정착시키고, 이를 통해 농어촌 소득 기반을 강화해 에너지 순환 경제 시스템을 구축한다.

영덕군은 내년을 ‘미래 도약의 원년’으로 규정하고 △산불 피해지역 재창조 △지역경제 활성화 △관광특화도시 조성 △세대 연계 복지·교육 환경 구축 △지속가능 농어촌 조성 등을 핵심 방향으로 설정했다.

김광열 군수는 “이번 예산은 군민의 삶을 지키고 미래 성장기반을 구축하기 위한 균형 예산”이라며 “초대형 산불과 교부세 감소라는 이중 위기 속에서도 재원을 전략적으로 배분해 지역경제 활력을 높이고 군민이 행복한 영덕을 만들겠다”고 밝혔다.

이어 “영덕의 100년 미래를 책임질 3대 전략사업을 중장기 로드맵에 따라 흔들림 없이 추진하겠다”며 “군민과 함께 위기를 넘어 더 큰 도약을 이루겠다”고 덧붙였다.

한편, 2026년도 영덕군 예산안은 오는 15일 열리는 영덕군의회 본회의에서 최종 확정될 예정이다.

Meanwhile, the 2026 Yeongdeok County budget is scheduled to be finalized at the Yeongdeok County Council plenary session on the 15th.
