【브레이크뉴스 문경】이성현 기자=문경시의회(의장 이정걸)가 2일 제289회 제2차 정례회를 열고 내년도 예산안과 주요 안건 심사에 들어갔다. 개회식에는 신현국 문경시장과 집행부 공무원 등이 참석했다.

정례회는 이날부터 오는 17일까지 16일간 진행되며, 2026년도 본예산안과 기금운용 계획안, 2025년도 제3회 추가경정예산안 등 주요 재정 안건과 함께 각종 조례안을 심사하게 된다.

3일부터 상임위원회별로 조례안과 일반 안건, 예산안을 예비 심사한 뒤, 예산결산특별위원회 심의를 거쳐 오는 17일 본회의에서 최종 의결할 예정이다.

이번 회기에서 처리될 안건은 총 25건이다. 이 가운데 의원 발의 안건은 ▲문경시 축제 및 행사 시민평가단 운영 조례안(황재용 의원) ▲문경시 외국인 계절근로자 지원 조례안(신성호 의원) ▲문경시 은둔형 외톨이 지원 조례안(남기호 의원) ▲의원 공무국외출장 규칙 전부개정안 및 문경시 국내외 도시 교류협력 조례안(김영숙 의원) 등 5건이다. 나머지 20건은 문경시 집행부가 제출한 안건으로, ‘문경시 납세자보호 사무처리 조례 일부개정안’ 등이 포함됐다.

본회의에서는 의원 3명이 5분 발언을 통해 지역 현안을 제기했다. 황재용 의원은 빈 점포를 활용한 ‘청년 창업 특화거리 조성’을 제안했고, 남기호 의원은 문경의 지형적 특성을 언급하며 “산불 안전 도시 구축 방안을 서둘러야 한다”고 강조했다. 김영숙 의원은 여성 건강권 확대를 위해 자궁경부암 무료 예방접종 대상 확대를 요구했다.

이정걸 의장은 개회사를 통해 “2026년도 예산안은 한정된 재정 속에서 편성된 만큼 집행부는 각 사업의 필요성과 편성 취지를 충분히 설명해야 한다”며 “의회 또한 시민 삶과 직결되는 예산 심사에 책임감을 갖고 임하겠다”고 말했다. 이어 “동절기 취약계층 보호와 재난 예방 대책 마련에도 소홀함이 없어야 한다”고 당부했다.

Mungyeong City Council Convenes 289th Regular Session… Begins Review of Next Year's Budget and Ordinances

The Mungyeong City Council (Chairman Lee Jeong-geol) convened the 2nd regular session of its 289th session on the 2nd and began reviewing next year's budget and major agenda items. Mayor Shin Hyun-guk and executive officials attended the opening ceremony.

During the plenary session, three council members raised local issues through five-minute speeches. Councilmember Hwang Jae-yong proposed the "creation of a youth entrepreneurship district" utilizing vacant storefronts. Councilmember Nam Ki-ho, citing Mungyeong's topographical characteristics, emphasized the need to "expedite measures to build a forest fire-safe city." Councilmember Kim Young-sook called for the expansion of free cervical cancer vaccinations to enhance women's health rights.

In his opening remarks, Speaker Lee Jeong-geol stated, "The 2026 budget was prepared within limited financial resources, so the executive branch must fully explain the necessity and purpose of each project." He added, "The National Assembly will also take responsibility for reviewing the budget, which directly impacts the lives of citizens." He added, "We must also ensure that we do not neglect measures to protect vulnerable populations during the winter and to prevent disasters."
