【브레이크뉴스 대구】이성현 기자=대구광역시는 12월 3일 시청 동인청사 2층 상황실에서 ‘제2기 대구광역시 지방시대위원회’ 위촉식을 열고 본격적인 활동에 들어갔다. 이날 김정기 대구광역시장 권한대행은 위원들에게 직접 위촉장을 전달하며 “대구의 미래를 여는 열쇠가 되어 달라”고 격려했다.

제2기 위원장은 1기부터 활동을 이어온 하세헌 경북대학교 교수가 맡았다. 위원회는 자치분권, 균형발전, 교육, 문화·관광, 경제·산업 등 각 분야별 전문가 19명과 당연직 1명(대구시 기획조정실장)을 포함해 총 20명으로 구성됐다. 위원들은 앞으로 2년간(2025.10.26.~2027.10.25.) 대구의 자치분권 및 균형발전을 비롯한 시정 전반 정책 심의에 참여한다.

위원회는 전문성 강화를 위해 ▲경제권 분과(미래산업 육성·인재 양성·산학연 혁신 거점 조성) ▲생활권 분과(교통·의료·문화·관광·생활 SOC 및 정주여건 개선) ▲행·재정기반 분과(지방자치·재정·권한 이양 등) 3개 분과로 나눠 운영된다. 이를 통해 새 정부 ‘5극 3특’ 추진 전략에 선제적으로 대응하고 지역 발전을 위한 실질적인 정책을 논의할 계획이다.

하세헌 위원장은 “새 정부가 자치분권 기반의 ‘5극 3특’ 균형성장 정책을 강조하는 만큼, 위원회의 역할이 더욱 중요하다”며 “대통령 직속 지방시대위원회와 긴밀히 소통해 지역 핵심 사업이 국가 정책에 반영될 수 있도록 최선을 다하겠다”고 말했다.

김정기 권한대행은 “자치분권과 균형발전은 국가 생존전략이며, 이제 ‘5극 3특’ 균형성장은 실행 단계에 들어가야 한다”며, “대구경북 민·군 통합공항 이전·건설, 광역 철도망 구축, AI·로봇·스마트제조 등 신산업 육성, 공공기관 2차 이전 등 지역 현안에 대한 실질적이고 전문적인 정책 방향 제시를 기대한다”고 강조했다.

To strengthen its expertise, the committee will be divided into three subcommittees: the Economic Sector (fostering future industries, nurturing talent, and establishing innovation hubs for industry-academia-research collaboration); the Living Sector (improving transportation, healthcare, culture, tourism, and living infrastructure and living conditions); and the Administrative and Financial Infrastructure Sector (local autonomy, finance, devolution of authority, etc.). Through these subcommittees, the committee plans to proactively respond to the new administration's "Five-Polar, Three-Special" strategy and discuss practical policies for regional development.

Chairman Ha Se-heon stated, "With the new administration emphasizing the 'Five-Polar, Three-Special' balanced growth policy based on decentralization, the committee's role is even more crucial. We will work closely with the Presidential Committee on Local Government Eradication to ensure that key regional projects are reflected in national policy."

Acting President Kim Jeong-gi emphasized, “Decentralization and balanced development are national survival strategies, and the ‘5-pole, 3-special’ balanced growth must now enter the implementation phase,” and added, “I look forward to presenting practical and professional policy directions for regional issues such as the relocation and construction of the Daegu-Gyeongbuk integrated civilian-military airport, the establishment of a metropolitan railway network, the fostering of new industries such as AI, robots, and smart manufacturing, and the second relocation of public institutions.”
