이번 경연대회는 소나무재선충병 발생이 경미한 지역이 집단 발생지로 악화되는 것을 사전에 차단하기 위해, 초기 단계부터 감시·예찰·방제 체계를 체계적으로 구축하고 연차별 방제 로드맵을 고도화한 우수 사례를 발굴·확산하고자 마련됐다.

대회에는 전국 소나무재선충병 경미 지역 41개 지방자치단체가 참석한 가운데, 울진군을 비롯해 서울특별시 서초구, 대구광역시 서구, 경기도 화성시, 강원특별자치도 강릉·삼척시, 충청남도 금산군, 전북특별자치도 부안군, 전라남도 화순·신안·영암군, 경상북도 봉화군, 경상남도 남해·함양군 등 총 14개 지자체가 소나무재선충병 청정전환 로드맵을 발표했다.

평가는 각 지자체가 수립한 로드맵을 중심으로 ▲예찰 강화 방안 ▲방제 전략의 단계별 목표 설정 ▲이동 단속 등 확산 차단 체계 ▲주민 참여 및 홍보 방안 등을 종합적으로 검토하는 방식으로 진행됐다. 울진군은 지역 여건을 반영한 실행력 있는 방제 전략과 촘촘한 예찰·차단 체계를 제시해 모든 평가 항목에서 높은 점수를 받아 최우수 기관으로 선정됐다.

이용권 산림청 산림재난통제관은 “지역 실정을 반영한 계획이 현장에서 실질적으로 작동할 수 있도록 행정적·기술적 지원을 지속적으로 강화해 나가겠다”고 말했다.

박재용 울진군 산림과장은 “이번 최우수상 수상은 울진군의 선제적 방제 노력과 현장 중심 행정이 인정받은 결과”라며 “수립된 청정전환 로드맵에 따라 소나무재선충병 방제에 만전을 기해 울진군을 소나무재선충병 청정지역으로 지켜 나가겠다”고 밝혔다.

Uljin County Wins Grand Prize in Pinewood Nematode Clean Transformation Contest

Uljin County announced on December 18th that it won the grand prize at the "Pinewood Nematode Clean Transformation Contest," hosted by the Korea Forest Service.

The conference was attended by 41 local governments from areas with a low incidence of pinewood nematode disease nationwide. A total of 14 local governments, including Uljin County, Seocho-gu in Seoul, Seo-gu in Daegu, Hwaseong-si in Gyeonggi-do, Gangneung and Samcheok in Gangwon-do, Geumsan-gun in South Chungcheong Province, Buan-gun in North Jeolla Province, Hwasun, Sinan, and Yeongam-gun in South Jeolla Province, Bonghwa-gun in North Gyeongsang Province, and Namhae and Hamyang-gun in South Gyeongsang Province, announced their roadmaps for transitioning to a clean pinewood nematode control system.

The evaluation, focusing on each local government's roadmap, comprehensively reviewed the following: ▲ strengthened surveillance measures, ▲ established step-by-step targeting for control strategies, ▲ preventative measures for movement control and other measures to prevent the spread of the disease, and ▲ resident participation and public relations measures. Uljin County received high scores in all evaluation categories and was selected as the best organization for its implementation of an actionable control strategy that reflects local conditions and a robust surveillance and prevention system.

We will do our utmost to control pine wilt disease in accordance with the established Clean Transition Roadmap, thereby maintaining Uljin County as a pine wilt disease-free region."
