【브레이크뉴스 대구】진예솔 기자=대구 중구가 행정안전부가 주관한 ‘2025년 제18회 대한민국 지방재정대상’에서 세외수입 부문 우수사례로 선정됐다. 이로써 행정안전부 장관상과 특별교부세 1억 원을 받았다. 

‘대한민국 지방재정대상’은 행정안전부가 2008년부터 지방재정 우수사례를 발굴하고 확산하기 위해 운영해온 대회다. 

2022년부터는 명칭과 범위를 확대해 시행하고 있다. 중구는 "배출 방식도 납부 방식도 더 똑똑하게, 주민·행정·지구가 함께 웃다"는 주제로 우수사례를 발표해 높은 평가를 받았다.

중구는 대형 폐기물 품목과 수수료 항목을 추가해 과세 대상을 넓혔으며, 기존에는 수수료 부과가 어려웠던 품목까지 관리 체계에 포함시켜 세입 누수를 줄였다. 이를 통해 지방재정 확충 효과도 거뒀다.

주민 편의 역시 크게 개선됐다. 전국 최초로 대형 폐기물 수수료 납부 필증에 QR코드를 도입해, 주민들이 배출 방법과 수수료 정보를 바로 확인할 수 있도록 했다. 또 세대별 음식물류 폐기물 수거 전용 선반 설치와 음식물 감량기기 지원을 병행해 배출 환경을 개선하고 폐기물 감량 효과도 높였다.

이 같은 제도 개선으로 중구는 행정 효율성과 주민 만족도를 동시에 끌어올렸다는 평가를 받고 있다. 정책의 실효성뿐 아니라 확산 가능성 면에서도 타 지자체의 벤치마킹 사례로 주목받고 있다.

류규하 중구청장은 “이번 수상은 주민 편의와 재정 건전성을 함께 고려한 노력의 결실”이라며 “앞으로도 다양한 지방재정 확충 방안을 발굴해 재정 운영의 신뢰도를 높이겠다”고 밝혔다.

Furthermore, dedicated food waste collection shelves for each household and support for food waste reduction devices were installed, improving the disposal environment and enhancing waste reduction.

With these system improvements, Jung-gu is receiving positive reviews for simultaneously increasing administrative efficiency and resident satisfaction. The policy is gaining recognition as a benchmark for other local governments, not only for its effectiveness but also for its potential for expansion.
