이들 단체는 포항이 국내 철강산업의 중심지인 만큼, 탄소중립 시대를 선도하는 세계적 철강 혁신도시로 전환할 충분한 조건을 갖추고 있다고 강조했다. 특히 철강산업의 저탄소 전환을 위해 기술·에너지·인력·고용 구조가 유기적으로 연결된 종합적인 전환 체계가 필요하다는 점을 언급했다.

손종수 포항환경연대 공동대표는 포항 저탄소철강특구 지정과 함께 수소환원제철 실증과 확산을 가능하게 하는 시행령 마련이 필요하다는 입장을 밝혔다.

한유성 공정경제포항시민연합 공동대표는 K-스틸법이 저탄소철강특구에 대한 국가와 지자체의 폭넓은 지원 근거를 담고 있으며, 수소연료공급시설과 청정수소 생산시설, 재생에너지 설비 도입 등이 법적으로 명시돼 있다고 설명했다. 그는 포항이 특구로 지정될 경우 철강산업 전환과 함께 에너지·수소 인프라 구축, 재생에너지 확대, 지역 생활기반까지 아우르는 미래형 전환 모델이 가능하다고 덧붙였다.

정은숙 탄소제로도시포항네트워크 대표는 탄소중립녹색성장 기본법에 명시된 ‘정의로운 전환’의 중요성을 언급하며, 철강산업 전환 과정에서 노동자와 지역사회 보호를 위한 참여형 거버넌스 구축이 필요하다고 강조했다. 노동계와 시민사회, 지자체, 전문가가 함께 참여하는 ‘포항형 정의로운 전환 거버넌스’가 K-스틸법 시행령에 반영돼야 한다는 주장이다.

유성찬 포항환경연대 공동대표는 수소환원제철이 글로벌 철강산업의 핵심 미래기술로 부상하고 있다며, K-스틸법 시행령에 ‘수소환원제철 추진단 설치’ 조항을 포함해야 한다고 밝혔다. 그는 재정 지원과 수소에너지 공급망, 국가 과학기술 지원을 종합적으로 관리할 컨트롤타워 구축의 필요성도 언급했다.

한편, 이들 시민단체는 앞으로 저탄소철강 포항특구 지정 촉구 활동과 함께 K-스틸법 시행령 개선을 위한 정책 제안, 시민 서명운동, 지역 국회의원 및 관계 부처 면담 등을 지속적으로 추진할 계획이라고 밝혔다.

He added that if Pohang is designated as a special zone, it will enable a future-oriented transition model that encompasses not only the steel industry transition but also the construction of energy and hydrogen infrastructure, the expansion of renewable energy, and the foundation of local livelihoods.

Jeong Eun-sook, representative of the Carbon Zero City Pohang Network, emphasized the importance of a "just transition" as stipulated in the Framework Act on Carbon Neutrality and Green Growth, emphasizing the need to establish participatory governance to protect workers and local communities during the steel industry transition. They argue that the "Pohang-style Just Transition Governance," involving labor, civil society, local governments, and experts, should be reflected in the K-Steel Act Enforcement Decree.

Yoo Seong-chan, co-representative of the Pohang Environmental Coalition, stated that hydrogen reduction ironmaking is emerging as a key future technology for the global steel industry and argued that the K-Steel Act Enforcement Decree should include a provision for the "Establishment of a Hydrogen Reduction Ironmaking Promotion Team." He also emphasized the need for a control tower to comprehensively manage financial support, the hydrogen energy supply chain, and national science and technology support.

Meanwhile, these civic groups announced that they plan to continue their efforts to urge the designation of Pohang as a low-carbon steel special zone, as well as to propose policies to improve the K-Steel Act Enforcement Decree, collect citizen signatures, and meet with local National Assembly members and relevant government agencies.
