이날 최종보고회에는 울진군 수소국가산업추진단을 비롯해 환동해산업연구원, 마스터플랜 용역 수행기관인 넥서스도시랩 컨소시엄(㈜넥서스도시랩, ㈜현대건설, ㈜한국종합기술, (재)포항테크노파크) 등 관계 전문가 30여 명이 참석해, 지난 6개월간 수립한 마스터플랜 최종안을 공유하고 향후 추진 방향에 대해 심도 있는 논의를 진행했다.
이번 마스터플랜의 핵심은 울진 원자력수소 국가산업단지 조성에 앞서 ‘군민 체감형 수소 생태계’를 선제적으로 구축하는 데 있다. 울진군은 1.5MW급 수전해 설비와 수소 공급 인프라를 구축해 청정수소를 안정적으로 생산·공급하는 한편, 생활 밀착형 수소 체험관 조성과 수소버스, 수소 드론 등 친환경 모빌리티 보급을 확대해 군민들이 일상 속에서 수소 에너지를 직접 체감할 수 있는 환경을 조성할 계획이다.
특히 AI 기반 통합안전운영센터를 구축해 수소 생산부터 저장·이송·활용에 이르는 전 과정을 24시간 실시간으로 모니터링함으로써 세계 최고 수준의 안전성을 확보하고, 이를 울진 원자력수소 국가산업단지와 연계해 사업 시너지를 극대화한다는 전략이다. 이는 원전 전력을 활용한 청정수소 생산 모델로, 국내는 물론 글로벌 수소경제를 선도할 수 있는 대표적인 수소도시 모델이 될 것으로 기대된다.
울진군 수소도시 조성사업은 2025년부터 2028년까지 4년간 총사업비 400억 원(국비 200억 원, 지방비 200억 원)을 투입해 죽변면과 울진읍 일원을 중심으로 수소 생산·이송·활용 인프라를 단계적으로 구축하는 실증형 에너지 전환 프로젝트다.
울진군 관계자는 “이번 최종보고회는 울진이 에너지 생산 거점을 넘어 수소 기반의 혁신적인 주거·교통 체계를 갖춘 미래형 도시로 도약하는 중요한 전환점”이라며 “내년부터 본격적인 실시설계와 공사에 착수해 군민들이 안전하고 편리하게 수소 에너지를 누릴 수 있도록 사업 추진에 만전을 기하겠다”고 말했다.

An Uljin County official stated, "This final report marks a critical turning point for Uljin as it transitions beyond an energy production hub to a future-oriented city with an innovative hydrogen-based housing and transportation system." They added, "We will commence detailed design and construction next year, dedicating ourselves to ensuring that residents can safely and conveniently enjoy hydrogen energy."
