이번 포럼은 내년부터 추진될 경주형 마을만들기사업의 방향을 공유하고, 주민 스스로 마을 발전 방안을 논의하는 공감대를 형성하기 위해 마련됐다. 이날 행사에는 마을 대표와 주민, 읍·면·동 담당 공무원 등 200여 명이 참석해 높은 관심을 보였다.

경주형 마을만들기사업은 기존의 시설 조성 중심 방식에서 벗어나 주민이 직접 마을의 문제를 진단하고, 공동시설 활용 방안과 발전 계획을 수립·실행하는 주민 주도형 사업이다. 마을의 여건과 역량에 따라 단계적으로 지원하는 것이 특징으로, 경주시는 이를 통해 형식적인 시설 확충이 아닌 지속 가능한 마을 운영 기반을 구축한다는 방침이다.

이날 포럼에서는 사업 추진 배경과 단계별 지원체계, 사전 역량 강화 중심의 추진 로드맵이 소개됐으며, 사업 참여를 위한 준비 절차와 주요 내용에 대한 설명도 이어졌다.

특히 에밀레극단이 선보인 연극 ‘반월마을 살리기’는 주민들의 큰 호응을 얻었다. 해당 연극은 주민들이 혼동하기 쉬운 사업 지침과 마을만들기의 가치와 의미를 일상적인 이야기로 풀어내 이해도를 높였다는 평가를 받았다.

이어 박찬돈 경운대 교수(농림축산식품부 농촌재생사업 중앙계획지원단 위원)는 ‘경주형 마을만들기 뉴 패러다임’을 주제로 발표하며, 마을 여건에 맞는 특화사업을 발굴해 지역혁신사업으로 연계하는 전략의 필요성을 강조했다.

이민석 영덕 옥계권역 운영위원장은 마을만들기 사업 사례를 소개하며 “사업의 성패는 주민 참여와 협력, 그리고 책임 있는 역할 수행에 달려 있다”고 밝혔다.

또한 맹영선 보덕동 11통장은 경주 암곡동 스마트농민회 사례를 통해 마을만들기사업 준비 과정과 공동체 형성 경험을 공유하며, 주민 주도의 활동이 마을에 가져온 긍정적인 변화를 소개했다.

주낙영 경주시장은 “마을만들기사업은 단순한 시설 조성이 아니라 주민 스스로 문제를 진단하고 해결해 나가는 과정”이라며 “교육과 컨설팅을 통해 주민 역량을 체계적으로 강화하고, 이러한 노력이 각 마을의 여건에 맞게 단계적으로 정착될 수 있도록 적극 지원하겠다”고 말했다.

Furthermore, Maeng Yeong-seon, head of Bodeok-dong 11, shared his experience preparing for the village creation project and building a community through the case of the Smart Farmers Association in Amgok-dong, Gyeongju, and highlighted the positive changes resident-led activities have brought to the village.

Mayor Joo Nak-young of Gyeongju stated, "The village creation project is not simply about building facilities; it's about residents diagnosing and solving problems on their own." He added, "We will systematically strengthen resident capacity through education and consulting, and actively support these efforts so that they can be implemented in stages tailored to the specific circumstances of each village."
