【브레이크뉴스 대구】진예솔 기자=대구 중구가 오는 2026년부터 구청의 모든 부서를 대상으로 점심시간 휴무제를 전면 시행한다. 

지금까지는 동 행정복지센터에서만 시범 운영해왔으나, 제도가 안정적으로 뿌리내렸다고 판단해 확대 도입을 결정했다.

중구는 내년부터 구 본청 민원실과 보건소를 포함한 전 부서에서 매일 낮 12시부터 오후 1시까지 창구 업무와 전화 응대를 중단한다고 밝혔다.

이에 따라 점심시간에는 현장 방문 민원 처리가 이뤄지지 않는다.

점심시간 휴무제는 전국공무원노조 대구지역본부의 주도로 지난 3월부터 중구 내 6개 동 행정복지센터에서 먼저 시작됐다. 이후 제도 운영 결과를 바탕으로 올해 11월 열린 대구시 구청장·군수협의회 정기회의에서 확대 도입이 논의됐고, 준비 과정을 거쳐 전면 시행이 최종 확정됐다.

중구는 민원인의 불편을 최소화하기 위해 무인민원발급기 이용 안내와 정부24, 홈택스 등 온라인 민원서비스 활용을 적극 알릴 계획이다. 제도 시행에 앞서 주요 지점에 안내 현수막을 설치하고, 무인민원발급기 위치 안내문 배포와 홈페이지 배너 게시 등을 통해 사전 안내도 강화하고 있다.

점심시간 휴무제를 두고 지역사회에서는 다양한 의견이 이어지고 있다. 현재 달서구와 중구 일부 행정복지센터, 달성군·수성구·남구 등에서도 시범 운영이 진행 중이며, 북구와 중구는 관련 조례를 제정한 상태다. 수성구 역시 조례안을 입법 예고한 것으로 알려졌다. 

공직사회에서는 직원의 휴식권 보장과 업무 효율성 향상을 이유로 제도 도입의 필요성을 강조하고 있지만, 시민들 사이에서는 점심시간에만 민원 방문이 가능한 직장인 등에게 불편함이 커질 수 있다는 걱정의 목소리도 나오고 있다.

중구청 관계자는 “직원들에게 충분한 휴식이 보장될 때 민원 응대의 질도 자연스럽게 높아진다”며 “제도 시행 이후 운영 상황을 지속적으로 점검하고, 주민 불편이 최소화되도록 보완해나가겠다”고 말했다.

Daegu's Jung-gu District Office will fully implement a lunch break system for all departments in the district office starting in 2026.

The lunch break system is receiving mixed reviews from the local community. Currently, pilot programs are underway at some administrative welfare centers in Dalseo-gu and Jung-gu, as well as in Dalseong-gun, Suseong-gu, and Nam-gu. Buk-gu and Jung-gu have enacted related ordinances. Suseong-gu has also reportedly announced the introduction of a proposed ordinance.

While the public sector emphasizes the need for the system, citing its ability to guarantee employees' right to rest and improve work efficiency, some citizens are concerned that it could cause inconvenience to office workers who can only visit civil service offices during their lunch break.

A Jung-gu District Office official said, “When employees are guaranteed sufficient rest, the quality of civil complaint response naturally improves,” and added, “We will continuously monitor the operational status after the system is implemented and make improvements to minimize inconvenience to residents.”
