이번 행사는 정부의 민생 안정 및 취약계층 보호 정책 기조에 발맞춰 동절기 에너지 복지 사각지대를 해소하고, 대구 지역 도시가스 복지제도의 현장 실행력을 높이기 위해 마련됐다. 이날 세미나에는 가스공사를 비롯해 대구시 산하 9개 구·군청, 행정복지센터, 대성에너지 등 유관기관 관계자 90여 명이 참석했다.

가스공사는 이날 △도시가스 복지제도 전반 및 최신 변경사항 소개 △도시가스 요금 경감 대신신청 제도 운영 프로세스 및 사례 공유 △현장 애로사항 청취와 개선 과제 토론 등 실무 중심의 프로그램을 진행했다.

참석자들은 도시가스 복지제도 수혜 대상자들이 제도 정보 접근의 어려움과 복잡한 신청 절차로 인해 혜택을 놓칠 수 있다는 점에 공감하며, 현장 안내 강화와 지원 체계 보완이 필요하다는 데 의견을 모았다.

특히 올해 신설된 ‘도시가스 요금 경감 대신신청 제도’의 실효성을 높이기 위해서는 가스공사, 지자체, 도시가스사 간 역할 연계가 중요하다는 점을 강조하며, 현장 중심의 지속 가능한 협업 거버넌스 구축이 필요하다는 데 공감대를 형성했다.

가스공사 관계자는 “대구 지역의 주택용 도시가스 보급률은 98%로 전국 평균인 85%를 크게 상회하는 만큼, 대구시를 비롯한 유관기관과 긴밀히 협력해 지역 맞춤형 에너지 복지 정책의 효과를 극대화할 수 있는 현장 기반 실행 체계를 구축해 나가겠다”고 밝혔다.

한편, 가스공사는 지난 18일 정부세종청사에서 열린 ‘제8회 산업통상자원부 공공기관 혁신 이어달리기’ 행사에서 ‘도시가스 요금 경감 대신신청 제도’로 민원서비스 혁신 부문 장관상을 수상한 바 있다.

Korea Gas Corporation (President Choi Yeon-hye) and the Daegu Metropolitan City Energy Industry Division jointly hosted the "Daegu City City Gas Welfare Strengthening Seminar for Vulnerable Groups" at the Hotel Suseong Convention Hall in Suseong-gu, Daegu on the 29th.

Participants agreed that beneficiaries of the city gas welfare system may miss out on benefits due to difficulties accessing information and complex application procedures. They agreed on the need for strengthened on-site guidance and improved support systems.

In particular, they emphasized the importance of collaborating among the Korea Gas Corporation, local governments, and city gas companies to enhance the effectiveness of the newly established "City Gas Rate Reduction Alternative Application System." They also agreed on the need for a sustainable, collaborative governance system focused on the field.

A Korea Gas Corporation representative stated, "With a residential city gas penetration rate of 98% in the Daegu region, significantly exceeding the national average of 85%, we will work closely with the Daegu Metropolitan Government and other relevant organizations to establish a field-based implementation system that maximizes the effectiveness of our customized energy welfare policies."

Meanwhile, Korea Gas Corporation received the Minister's Award in the Civil Service Innovation category for its 'City Gas Rate Reduction Substitute Application System' at the '8th Ministry of Trade, Industry and Energy Public Institution Innovation Rally' event held at the Sejong Government Complex on the 18th.
